STAFF REPORT

Subject: Highland Creek Village Urban Design Criteria Study Work Plan

Purpose:

To advise Scarborough Community Council of a proposed work plan to develop Urban Design Criteria to maintain or enhance a village character within the Highland Creek Village core as part of the 2000 Work Program for Urban Design, City Planning, East District.

Financial Implications and Impact Statement:

No additional expenses beyond operational budget approvals.

Recommendations:

It is recommended that this report be received for information.

Background:

With respect to a report dated October 26, 1999 from the Acting Commissioner of Urban Planning and Development Services, Scarborough Community Council directed that the City Planning Division report to the December meeting of Scarborough Community Council on a work plan for an Urban Design Criteria Study to be undertaken as part of the 2000 Work Program.

Comments:

The Work Plan for the study consists of 5 components. The first stage includes information gathering, photography, mapping, and figure ground compilation. The second stage involves the analysis of the data collected and preparation of graphics related to the data. At this time, a working group would be established consisting of elected officials, staff and community representatives. This group would work together to develop a set of principles and guidelines for the urban design criteria. Such principles would be the main focus of the third stage. At that time, Urban Design Principles would be established and site-specific criteria would be articulated. The development of a Concept Plan would be the fourth stage in the study. This would include elements to identify the character of the "village", the elements of built form that are desired, open space, and streetscape development techniques. The format would be plans, sketches and digital images. The fifth and final stage of the study is the "process" part of the work. This includes draft reports to the working group, reports to Community Council and to City Council.

The attached critical path chart indicates the proposed time lines for the 5 stages of the study. The work involved will be carried out by East District Urban Design staff, with assistance from and consultation with Community Planning, Transportation Planning, and Presentation Graphics staff. As well, Works and Emergency Services staff will be consulted with respect to traffic engineering issues and other specific topics related to their area of expertise.

Conclusions:

Work can be undertaken and completed in the second and third quarter of 2000
