Subject: Appointments to the Canadian National Exhibition Association (CNEA)

Purpose:

The purpose of this report is to provide Members of Council with a list of Members' preferences for appointment to the Canadian National Exhibition Association (CNEA), Municipal Section, and the CNEA, Board of Directors.

Financial Implications and Impact Statement:

Not applicable.

Recommendations:

It is recommended that the Striking Committee give consideration to Members' preferences outlined in Schedule 1 and recommend to City Council the appointment of:

(1) 16 Members of Council to the Canadian National Exhibition (CNEA), Municipal Section, for a term of office expiring on November 30, 2000, and until their successors are appointed; and

(2) 5 Members of Council to the CNEA, Board of Directors, from among those who were appointed to the CNEA, Municipal Section, for a term of office expiring on November 30, 2000, and until their successors are appointed.

Background:

(i) Canadian National Exhibition Association, Municipal Section:

City Council at its meeting held on February 2, 3 and 4, 1999, by its adoption of Clause No. 1 of Report No. 1 of The Striking Committee, appointed 16 Members of Council to the Canadian National Exhibition Association (CNEA), Municipal Section, for a term of office expiring on November 30, 1999, and until their successors are appointed. Mayor Mel Lastman is an ex-officio Member of the CNEA, Municipal Section.

City Council at its meeting held on September 28 and 29, 1999, appointed Councillor David Soknacki to fill the position formerly held by the late Councillor Frank Faubert on the CNEA, Municipal Section, for a term of office expiring on November 30, 1999, and until his successor is appointed.

It is now necessary to again appoint 16 Members of Council for a term of office expiring on November 30, 2000, in accordance with the provisions of the Canadian National Exhibition Association Act.

(ii) Canadian National Exhibition Association, Board of Directors:

City Council at its meeting held on February 2, 3 and 4, 1999, appointed 5 Members of Council to the Board of Directors of the Canadian National Exhibition Association from among those who were appointed to the CNEA, Municipal Section, for a term of office expiring on November 30, 2000, and until their successors are appointed. Mayor Lastman is an ex-officio Member of the Board of Directors of the CNEA.

City Council also adopted a recommendation of the Striking Committee that such 5 Members be requested to consider resigning from their respective appointments to the CNEA, Board of Directors, as of May 31, 1999, in order that these positions may be considered by the Striking Committee on conjunction with the other appointments that expire on May 31, 1999.

Councillor Frances Nunziata subsequently submitted her resignation, in accordance with Council's request, and City Council on May 11 and 12, 1999, appointed Councillor Milton Berger to replace Councillor Nunziata for a term of office expiring on November 30, 1999, and until his successor is appointed.

It is now necessary to again appoint five Members of Council to the Board of Directors of the CNEA from among the Members appointed to the CNEA, Municipal Section, for a term of office expiring on November 30, 2000, in accordance with the provisions of the Canadian National Exhibition Act.

Comments:

Members of Council were canvassed on October 29, 1999, to determine their respective interest in being appointed to the Canadian National Exhibition Association (CNEA), Municipal Section, and the CNEA, Board of Directors. The attached Schedule 1 contains a list of those Members who have indicated an interest in such appointments.

Conclusions:

It is recommended that the Striking Committee give consideration to Members' preferences outlined in Schedule 1, and recommend to City Council the appointment of Members of Council to both the Municipal Section and the Board of Directors of the Canadian National Exhibition Association.

Canadian National Exhibition Act: The Board shall consist of:

- the Mayor of the City of Toronto;

- the honorary President of the Association; and

- up to 3 Past-Presidents of the Association.

The CNEA Act provides that the 5 Members of the Municipal Section are appointed annually by the Council of the Municipality.
