Tree Removal - 12 Willard Gardens (High Park - Ward 19)
The Toronto Community Council recommends
The Toronto Community Council submits the following report (January 4, 1999) from
the Commissioner of Economic Development, Culture and Tourism:
Purpose:
An application for a permit to remove one tree on private property to allow for construction of
an addition has been filed by Mr. Raymond Scott Vaughan, 12 Willard Gardens, Toronto,
Ontario, M6S1G1, owner of 12 Willard Gardens.
Financial Implications:

Recommendations:
Either 1, or 2 below
(1)issue a permit for tree removal conditional on: the tree in question not being removed until
permitted construction and/or demolition related activities in accordance with plans approved
under the building permit application for the subject project commence which warrant the
destruction of the tree; or
(2)refuse to issue a permit for tree removal requiring the applicant to abandon or redesign
plans for the addition.
Comments:
The tree in question is a fifty-three centimetre diameter black locust in fair condition. The tree
is located within four metres of the existing foundation and any expansion of the house at the
rear will require the removal of the tree in question. The property in question, and adjacent
properties, are well treed with black locusts, Norway spruce and red oak and if the black
locust is removed a red oak will grow to fill in the vacated space. It would therefore not be
necessary to plant a replacement tree.
A notice of application sign was posted on the property for the required 14 day posting period,
in order to notify the neighbourhood and provide an opportunity for objection to the
application. No written objections were received in response to the application to remove the
tree in question.
