Subject:Parking on Mulock Avenue (Davenport)

Purpose:

To report on exempting the east side of Mulock Avenue, north of Lloyd Avenue, from the front yard parking by-law.

Recommendation:

That this report be received for information.

Background:

The Toronto Community Council, at its meeting of February 17, 1999, had before it a communication (January 29, 1999) from Councillor Betty Disero respecting parking on Mulock Avenue.

The Toronto Community Council requested the Commissioner of Works and Emergency Services to report back to the Toronto Community Council at its meeting to be held on March 30, 1999 on the possibility of:

(1)moving permit parking to the west side of Mulock Avenue, north of Lloyd Avenue; or

(2)because of the nature of the street, exempting the east side of Mulock Avenue, north of Lloyd Avenue from the front yard parking by-law.

Comments:

City Council, at its meeting of March 2, 3 and 4, 1999, adopted without amendment Clause 51 of Toronto Community Council Report No. 4, to permit front yard parking on the same side as permit parking, where there are more spaces than permits issued in the Davenport, North Toronto and East Toronto, provided that there are no on-site parking facilities available.

Mulock Avenue, north of Lloyd Avenue to Junction Road, is licensed for permit parking on an area basis, within permit parking area 1C, on an alternate side basis. There are a total of 219 on-street parking spaces within this area for which as of to date 129 permits have been issued. Currently 45 on-street parking permits have been issued to residents of this street against 51 on-street parking spaces.

Staff have had discussion with Councillor Betty Disero, who advises that, given the recent amendment to Municipal Code Chapter 400, respecting front yard parking, the requested report is no longer required as residents can now apply for front yard parking under the new criteria.

Conclusions:
