Subject:Application for Commercial Boulevard Parking Privileges - 27 Musgrave Street (East Toronto)
Purpose:
To report on the business owner's application for commercial boulevard parking fronting 27 Musgrave Street. This
application meets the requirements of the former City of Toronto Municipal Code. As this is a matter of public interest, it is
scheduled as a deputation item.
Funding Sources, Financial Implications and Impact Statement:
Not applicable.
Recommendation:
The Toronto Community Council may recommend that:
(1)City Council deny the application for commercial boulevard parking privileges fronting 27 Musgrave Street;
OR
(2)City Council approve the application for commercial boulevard parking privileges fronting 27 Musgrave Street, and
that such approval be subject to the applicant complying with the criteria set out in § 313-39 of Municipal Code Chapter
313, Streets and Sidewalks, of the former City of Toronto Municipal Code.
Background:
The Ward Councillors are routinely notified of any application for commercial boulevard parking in their ward, should they
wish to comment or have the matter reported on. The Councillor(s) may also wish to bring the matter before the Toronto
Community Council for further discussion.
Councillor Tom Jakobek, in his communication of March 8, 1999 (Appendix 'A'), has expressed his opposition to the
issuing of a licence for commercial boulevard parking privileges fronting 27 Musgrave Street and subsequently requested
us to report on the matter.
Comments:
Mr. Louis Mangou and Mr. Jim Mangou, owners of Crosstown Engine Rebuilders, 27 Musgrave Street, Toronto, Ontario
M4E 2H3, submitted an application on February 22, 1999, requesting a licence for the parking of 2 motor vehicles
positioned parallel to the roadway, as shown on the attached sketch (Appendix 'B').
We have examined this application and have determined that it meets the physical criteria for commercial boulevard
parking as set out in § 313-39 of Municipal Code Chapter 313 of the former City of Toronto Municipal Code. Because this
is an industrial area, no public poll is required and staff may proceed to issue Messrs. Mangou a licence. It should be noted
that 19, 23 and 25 Musgrave Street are licensed for commercial boulevard parking.
In addition, our records show that a licence for commercial boulevard parking was issued in April 1984, to a former
business occupant of 27 Musgrave Street for the parking of 2 passenger motor vehicles, positioned parallel to the travelled
roadway and it was subsequently cancelled on February 19, 1987, as the occupant vacated the property.
Musgrave Street extends westerly from Victoria Park Avenue to Dengate Road and is industrially zoned. On the north side,
there is undeveloped lands abutting Canadian National Railway lands. On the south side, there are various businesses,
comprised mostly of auto body/vehicle repair shops.
Over the past several years, complaints have been received about the storage of derelict vehicles, dumping of debris, illegal
parking of vehicles within the travelled roadway and boulevard and garbage related matters on Musgrave Street.
More recently, complaints have been received for storing of derelict vehicles, dumping of debris and unauthorized parking
on Musgrave Street and the street has been the subject of on-going investigations.
With respect to 27 Musgrave Street, inspection has found that the City boulevard abutting this property is being maintained
in a satisfactory condition.
Conclusions:
On hearing the deputations, the Toronto Community Council must decide whether or not to recommend that City Council
approve the commercial boulevard parking fronting 27 Musgrave Street.
