Subject:Preliminary Report on Rezoning Application 298009: 266 Macdonell Avenue (Ward 19 - High Park )

Purpose:

This report introduces a development proposal to permit two pairs of semi-detached units on lands designated Mixed Industrial-Residential Area and zoned for industrial purposes near the intersection of Dundas Street and Roncesvalles Avenue. A vacant industrial building is currently located on the site. The report also seeks direction to hold a public meeting in the area.

Recommendations:

It is recommended that:

(1)I be requested to hold a public meeting in the area to discuss the application and to notify the tenants and owners within 120 metres of the site, the Parkdale Village B.I.A. and the Roncesvalles/Macdonell Residents Association;

(2)The owner be advised that, prior to final Council approval of this project, the owner may be required to submit a Noise Impact Statement. The owner will be further advised of these requirements, as they relate to this project, by the Commissioner of Urban Planning and Development Services.

(3)The owner immediately conduct a detailed historical review of the site to identify all existing and past land uses which could have resulted in negative environmental effects to the site. This report should be submitted to the Commissioner of Urban Planning and Development Services for approval by the Medical Officer of Health, prior to the introduction of a bill in Council.

Background:

This site was the subject of a previous rezoning application, No. 196008, to permit the conversion of the existing vacant industrial building to five residential units. That application was refused by Council at its meeting of October 6 and 7, 1997 on the basis that the footprint of the existing building was not suitable for the proposed layout of the units.

The current application is to permit (through a re-zoning) two pairs of semi-detached units in an area that includes industrial uses and low density residences. The property to the west has recently been approved for a large residential development consisting of 10 detached houses and 10 pairs of semi-detached houses. The property to the north was originally a part of that project and was approved for a single detached house. Earlier this year, however, the Committee of Adjustment approved an application for a pair of semi-detached houses on a reduced portion of this northern site with the severed portion being applied to this application.

The site is designated Mixed Industrial Residential Area in the Official Plan and zoned I1D2 which permits light industrial uses.

Comments

Further consideration of this proposal is recommended because the Official Plan designation permits projects of this kind through the rezoning process. The proposed density is within the two times density permitted for residential uses by the Official Plan. Issues to be resolved include the appropriate frontage of the proposed properties, the location of the garage, the appropriate separation from the adjacent scrap yard, setback from the rail corridor, the provision of landscaping and the possible remediation of adverse environmental conditions.
