Subject:Intersection of Erskine Avenue and Elvina Gardens - All-way "Stop" sign control. (North Toronto)

Purpose:

To report back on the installation of an all-way "Stop" sign control at the intersection of Erskine Avenue and Elvina Gardens.

Background:

At its meeting held on April 16, 1998, Toronto Community Council approved the installation of an all-way "Stop" control at the intersection of Erskine Avenue and Elvina Gardens and in doing so, requested that the matter be reviewed in one year. (Clause 20 of Report No. 3 of the Toronto Community Council).

Comments:

In response to concerns set out in a petition from area residents, Transportation Services' staff investigated the feasibility of installing an all-way "Stop" sign control at the intersection of Elvina Gardens and Erskine Avenue. Councillor Michael Walker had requested that this matter be reported to Toronto Community Council.

Erskine Avenue at Elvina Gardens operates two-way with a pavement width of 8.5 metres and a maximum speed limit of 40 kilometres per hour. Elvina Gardens intersects Erskine Avenue to form a "T"- type intersection and traffic is now controlled by an all-way "Stop" sign control.

Transportation Services'staff evaluated the intersection of Erskine Avenue and Elvina Gardens against the criteria governing the installation of all-way "Stop" sign controls, which includes such factors as right-of-way conflicts, vehicular and pedestrian usage of the intersection, physical and geometric configuration, surrounding area traffic control. Although Transportation Services' staff were unable to establish a technical basis for an all-way "Stop" sign control at this intersection, the Toronto City Council approved the installation of an all-way "Stop" sign control at the subject intersection at its meeting held on April 16, 1998.

A "Stop" sign observance study was recently conducted at the subject location. The results of the survey indicated that there was a low level of compliance with the all-way "Stop" control, especially by motorists travelling east and westbound on Erskine Avenue.

The all-way "Stop" control signs were installed on June 15, 1998. Since the installation of the all-way "Stop" sign control, Transportation Services' staff have not received any complaints from the public. Transportation Services' staff consulted with the offices of Councillors Anne Johnston and Michael Walker, who advised that their offices had not received any complaints regarding the operation of the subject all-way "Stop" sign control.
