Subject: Strathearn Boulevard, from Spadina Road to a point approximately 150 metres west - Adjustments to Parking Regulations (Midtown - Ward 23)

Purpose:

To respond to a request from area residents to adjust the parking regulations on this section of Strathearn Boulevard.

Financial Implications and Impact Statement:

Funds to undertake the necessary signage adjustments in the estimated amount of $100.00 are contained in the Transportation Services Division 1999 Operating Budget.

Recommendations:

(1) That the existing two hour maximum parking regulation from 7:00 a.m. to 6:00 p.m., Monday to Saturday, on the south side of Strathearn Boulevard, be adjusted to operate from 7:00 a.m. to 6:00 p.m., Monday to Friday, from Spadina Road to a point 150 metres west and from 7:00 a.m. to 6:00 p.m., Monday to Saturday, from a point 150 metres west of Spadina Road to Glenayr Road;

(2) That the existing "No Parking 2:00 a.m. to 7:00 a.m., daily", regulation on the south side of Strathearn Boulevard be adjusted to operate from a point 150 metres west of Spadina Road to Glenayr Road; and

(3) That the appropriate City Officials be requested to take whatever action is necessary to give effect thereto, including the introduction in Council of any Bills that are required.

Comments:

At the request of Councillor John Adams, on behalf of residents of Strathearn Boulevard, staff have investigated the feasibility of adjusting the existing "Two Hour Parking, 7:00 a.m. to 6:00 p.m., Monday to Saturday" regulation to operate from 7:00 a.m. to 6:00 p.m., Monday to Friday only and rescinding the existing "No Parking, 2:00 a.m. to 7:00 a.m." regulation on the south side of Strathearn Boulevard from Spadina Road to a point 150 metres west (the west limit of Premises No. 17 Strathearn Boulevard).

Strathearn Boulevard, from Spadina Road to Millbank Avenue, is a two-way residential street operating on a 7.3 metre pavement width with a maximum speed limit of 40 kilometres per hour. Parking is prohibited at anytime on the north side of this portion of the street and between the hours of 2:00 a.m. to 7:00 a.m. on the south side of the street. In addition, parking is restricted to a maximum period of two hours from 7:00 a.m. to 6:00 p.m., Monday to Saturday and for a maximum period of three hours at other times.

Councillor Adams has forwarded a petition signed by residents of Strathearn Boulevard, between Spadina Road and Premises No. 17 Strathearn Boulevard, requesting that the existing two hour maximum parking regulation which currently operates from 7:00 a.m. to 6:00 p.m. Monday to Saturday, be adjusted to operate from Monday to Friday only. In addition, the residents have asked that the existing "No Parking 2:00 a.m. to 7:00 a.m." regulation be rescinded.

I have been advised by Councillor Adams' office that the proposed adjustment of the parking regulations should apply only from Spadina Road to a point 150 metres west (the west limit of Premises No.17) as the residents of the remaining portion of Strathearn Boulevard (west of Premises No.17 Strathearn Boulevard) do not support these adjustments.
