October 25, 1999
To: Toronto Community Council
From: Andrew Koropeski, Director, Transportation Services, District 1
Subject: Gardiner Road, from Old Forest Hill Road to Eglinton Avenue West - Proposed change to existing parking
regulations. (Midtown and North Toronto)
Purpose:
To respond to a request from area residents to adjust the parking regulations on the subject section of Gardiner Road.
Financial Implications and Impact Statement:
Funds to undertake the necessary signage adjustments in the estimated amount of $200.00 are contained in the
Transportation Services Division 1999 Operating Budget.
Recommendation:
Should Toronto Community Council decide to implement the proposed adjustments to the parking regulations on Gardiner
Road, from Eglinton Avenue West to Old Forest Hill Road, it will be necessary to adopt the following recommendations:
(1) That the existing one hour maximum parking regulation, from 8:00 a.m. to 7:00 p.m., daily, on the east side of Gardiner
Road, from Eglinton Avenue West to Chadwick Avenue, be adjusted to operate from 10:00 a.m. to 6:00 p.m., Monday to
Friday;
(2) That parking be restricted to a maximum period of one hour from 10:00 a.m. to 6:00 p.m., Monday to Friday, on the
east side of Gardiner Road, from Chadwick Avenue to Old Forest Hill Road;
(3) That parking be prohibited from 2:00 a.m. to 10:00 a.m., Monday to Friday, on the east side of Gardiner Road, from
Old Forest Hill Road to Eglinton Avenue West; and
(4) That the appropriate City Officials be requested to take whatever action is necessary to give effect thereto, including the
introduction in Council of any Bills that are required.
Comments:
At the request of Councillor John Adams, who forwarded to Transportation Services a petition from the residents of
Gardiner Road, staff have investigated the feasibility of adjusting the existing "One Hour Parking, 8:00 a.m. to 7:00 p.m.,
daily" regulation on the east side of Gardiner Road, from Chadwick Avenue to Eglinton Avenue West, to operate from
10:00 a.m. to 6:00 p.m., Monday to Friday; the feasibility of extending this regulation south one block to Old Forest Hill
Road; and prohibiting parking on the east side of Gardiner Road, from Eglinton Avenue West to Old Forest Hill Road,
from 2:00 a.m. to 10:00 a.m., Monday to Friday.
Gardiner Road, between Old Forest Hill Road and Eglinton Avenue West, is a two-way residential street operating on a 7.3
metre pavement width with a maximum speed limit of 50 kilometres per hour. Parking is prohibited at anytime on the west
side of this portion of the street. Parking on the east side, from Chadwick Avenue to Eglinton Avenue West, is restricted to
a maximum period of one hour from 8:00 a.m. to 7:00 p.m., daily, and a maximum of three hours at other times. Parking
on the east side, from Chadwick Avenue to Old Forest Hill Road, is restricted to a maximum period of three hours.
As noted above, Councillor Adams has forwarded a petition signed by residents of Gardiner Road, who have expressed
concerns regarding excessive long-term, overnight parking and have requested the above-noted adjustments to the parking
regulations. Both Midtown Councillors John Adams and Ila Bossons have advised Transportation Services' staff that they
support the residents' request.
The section of Gardiner Road, from Eglinton Avenue West to a point 30 metres south, is located within North Toronto, and
details of this proposal have been provided to Councillors Michael Walker and Anne Johnston, whose offices have advised
Transportation Services' staff that they do not support the proposed adjustments to the parking regulations.
