Subject: Greenwood Avenue, west side, between Cherry Nook Gardens and a point 38.0 metres north of Queen Street East - Rescindment of the parking prohibition

(East Toronto)

Purpose:

To report on increasing the number of potential parking spaces on this section of Greenwood Avenue and maximize parking opportunity for residents.

Financial Implications and Impact Statement:

Funds to undertake the necessary signage adjustments in the estimated amount of $200.00 are contained in the Transportation Services Division 1999 Operating Budget.

Recommendations:

It is recommended that:

(1) the parking prohibition at anytime be rescinded on the west side of Greenwood Avenue between Queen Street East and Cherry Nook Gardens;

(2) parking be prohibited at anytime on the west side of Greenwood Avenue between Queen Street East and a point 38.0 metres north; and

(3) the appropriate City Officials be requested to take whatever action is necessary to give effect to the foregoing, including the introduction in Council of any Bills that are required.

Comments:

At the request of residents, Transportation Services has investigated rescinding the parking prohibition on the west side of Greenwood Avenue between Queen Street East and Cherry Nook Gardens to increase the number of potential parking spaces on this section of the street and maximize parking opportunities for residents.

Greenwood Avenue is marked as a four-lane roadway. Parking is prohibited at anytime on the west side of Greenwood Avenue between Queen Street East and Cherry Nook Gardens. The "Greenwood - 31" route bus operates on this section of the street.

Our most recent traffic survey recorded a peak hour volume of approximately 320 vehicles travelling southbound on this section of Greenwood Avenue. Traffic generally flows freely throughout the day and southbound queuing north of Queen Street East is minor, usually clearing the Queen/Greenwood intersection on the next green signal phase. Parking is allowed on the west side of Greenwood Avenue, north of Cherry Nook Gardens by permit only from 12:01 a.m. and 7:00 a.m., daily and for a maximum period of three hours at other times.

Since parking is allowed elsewhere on the west side of the street throughout the day and the current peak hour southbound traffic volume is less than 25 percent of the single lane saturation flow, the parking prohibition on the west side of Greenwood Avenue from Cherry Nook Gardens to a point 38.0 metres north of Queen Street East could be rescinded. This would have a negligible impact on traffic operation and provide 3 additional parking spaces on this section of Greenwood Avenue and in Permit Parking Area 8C.

The parking prohibition between Queen Street East and a point 38.0 metres north should be retained to ensure that parked vehicles do not impede access to a nearby driveway and a satisfactory level of service is maintained at the Queen/Greenwood intersection for southbound traffic approaching and clearing that intersection. The Ward Councillors were advised of this proposal and did not raise any concerns.
