Subject: Nassau Street, north side, from Augusta Avenue to Spadina Avenue - Provision of additional on-street parking (Downtown)

Purpose:

To provide additional on-street parking opportunity for residents of Nassau Street and in permit parking Area 6C.

Financial Implications and Impact Statement:

The implementation cost of this proposal is approximately $500.00, funds for which are available in the Transportation Services 1999 Operating Budget.

Recommendations:

(1) That the parking prohibition at anytime on the north side of Nassau Street, from Spadina Avenue to a point 109.7 metres west, be rescinded;

(2) That the one hour maximum parking regulation, from 8:00 a.m. to 6:00 p.m., Monday to Saturday, on the north side of Nassau Street, from a point opposite Leonard Street to a point 109.7 metres west of Spadina Avenue, be rescinded;

(3) That parking be prohibited at anytime on the north side of Nassau Street, from Spadina Avenue to a point 51.5 metres west;

(4) That parking be allowed for a maximum period of one hour from 8:00 a.m. to 6:00 p.m., Monday to Saturday, from a point opposite Leonard Street to a point 51.5 metres west of Spadina Avenue; and

(5) That the appropriate City Officials be requested to take whatever action is necessary to give effect to the foregoing, including the introduction in Council of any Bills that are required.

Comments:

At the request of a resident of Nassau Street and Downtown Councillor Olivia Chow, staff of Transportation Services have investigated the feasibility of increasing the available parking supply on this street.

Nassau Street, from Augusta Avenue to Spadina Avenue, operates one-way eastbound on a pavement width of 6.4 metres. Standing is prohibited at anytime on the south side of the street. Parking is permitted for a maximum period of one hour, from 8:00 a.m. to 6:00 p.m., Monday to Saturday, and the permit parking system operates from midnight to 7:00 a.m., daily, on the north side of Nassau Street, from a point 109.7 metres west of Spadina Avenue to Augusta Avenue. Otherwise, parking is permitted for a maximum period of three hours. The intersection of Nassau Street and Spadina Avenue is controlled by traffic control signals.

Nassau Street is located in permit parking area 6C, where as of October 19, 1999, 234 permits had been issued to residents of this area against 234 available parking spaces. Specifically on Nassau Street, from Augusta Avenue to Spadina Avenue, 16 permits had been issued to residents of the street against all of the 16 parking spaces, which are currently available.

Under the provisions of Chapter 400 of the City of Toronto Municipal Code and of the Metropolitan Toronto Uniform Traffic By-Law, no person shall park a vehicle within 30.5 metres of a signalized intersection. This is a uniform parking prohibition City-wide at all signalized intersections to ensure that traffic is unimpeded by parked vehicles when approaching and departing a signalized intersection.

A recent site investigation by Transportation Services' staff revealed that delivery vehicles, (trucks, vans, etc.) and many legally parked vehicles which displayed a valid disabled persons parking permit, parked for extended periods of time, often occupying most of the curb space on the north side of Nassau Street, between Augusta Avenue and Spadina Avenue, specifically fronting the area between Premises Nos. 8 to 28. This situation did not adversely impact on traffic operation as vehicles appeared to have little difficulty traversing this section of Nassau Street, even given its 6.4 metre pavement width. Parking was initially prohibited on the north side of Nassau Street, from Spadina Avenue to a point 109.7 metres west to keep the curb area clear of parked vehicles to enhance the turning radius egress from the exit driveway of the parking garage that was located on the south side of the street in vicinity to the above mentioned addresses. This parking garage no longer exists but is being replaced by a condominium complex with entrance/exit driveways to be located within 50.0 metres of Spadina Avenue.

Given the proximity of the traffic signals at Spadina Avenue, and based on this assessment to maximize parking opportunity and meet the needs of parkers in the area, additional parking could be permitted on the north side of Nassau Street, from a point 51.5 metres west of Spadina Avenue (fronting Premises No. 8) to a point 58.5 metres further west (fronting Premises No. 28) and in conjunction therewith, parking would operate between the hours of 8:00 a.m. and 6:00 p.m., Monday to Saturday, and the permit parking system would operate from midnight to 7:00 a.m., daily.

Implementation of this proposal would result in the increase of 10-12 additional parking spaces for residents of Nassau Street, from Augusta Avenue to Spadina Avenue and in permit parking area 6C.
