Subject: Premises No. 39 Connolly Street - Establishment of a pick-up and drop-off zone for disabled persons.

Purpose:
To provide curbside access for Wheel-Trans vehicles picking-up and dropping-off a disabled person at the subject address.
Financial Implications and Impact Statement:
Funds to undertake the necessary pole and sign installation in the estimated amount of $300.00 are available in the
Transportation Services Division 1999 Operating Budget.
Recommendations:
(1) That an on-street loading zone for disabled persons operating from 9:00 a.m. to 4:00 p.m., Monday to Saturday, be
established on the south side of Connolly Street from a point 72.5 metres west of Whiltshire Avenue to a point 11 metres
further west; and
(2) That the appropriate City Officials be requested to take whatever action is necessary to give effect to the foregoing,
including the introduction in Council of any Bills that may be required.
Comments:
At the request of the resident of Premises No. 39 Connolly Street, Transportation Services staff have investigated
establishing a designated on-street pick-up and drop-off zone for disabled persons fronting the above-noted premises.
The resident has a valid disabled person parking permit issued by the Ministry of Transportation and requires the use of
Wheel-Trans transportation on a regular basis. The Wheel-Trans vehicles frequently have difficultly accessing space at the
curb as a result of parked vehicles. Parking is permitted fronting the subject premises for a maximum period of three hours
outside the hours of permit parking operation between 12:01 a.m. and 7:00 a.m., daily.
To facilitate curbside access for Wheel-Trans vehicles, an on-street pick-up and drop-off zone for disabled persons could
be established on the south side of Connolly Street fronting Premises No. 39, operating from 9:00 a.m. to 4:00 p.m.,
Monday to Saturday (Those time periods required by the permit holder for pick-up/drop-off purposes).
This zone could be utilized by any vehicle displaying a valid disabled person parking permit while actively engaged in
picking-up or dropping-off a disabled person but does not permit a vehicle to park at this location.
The implementation of this disabled person pick-up and drop-off zone will result in the loss of two parking spaces during
the above noted times, however, given that these times are outside of the hours of operation of permit parking, the supply
of parking spaces for permit holders will not be reduced.
