October 25, 1999

To: Toronto Community Council

From: Andrew Koropeski, Director, Transportation Services District 1

Subject: Keewatin Avenue, south side, in the vicinity of John Fisher Public School - Removal of a "School Bus Loading Zone" and establishment of a "Student Pick-up/Drop-off Zone" (North Toronto)

Purpose:

To report on the request to remove the "School Bus Loading Zone" which is no longer required by the John Fisher Public School and implement a "Pick-up/Drop-off Zone" for the convenience of parents who escort their children into the school.

Financial Implications and Impact Statement:

Funds to implement the necessary signage changes in the estimated amount of $400.00, are contained in the Transportation Services Division 1999 Operating Budget.

Recommendations:

(1) That the "No Parking Anytime" regulation on the south side of Keewatin Avenue, from a point 36 metres east of Yonge Street to a point 177.3 metres east of Yonge Street, be rescinded;

(2) That the "School Bus Loading Zone" on the south side of Keewatin Avenue, from a point 72 metres east of Yonge Street to a point 75 metres further east, be rescinded;

(3) That parking be permitted for a maximum period of 10 minutes, from 8:00 a.m. to 9:00 a.m., 11:30 a.m. to 1:00 p.m. and from 3:00 p.m. to 4:00 p.m., Monday to Friday, on the south side of Keewatin Avenue, from a point 72 metres east of Yonge Street to a point 75 metres further east;

(4) That parking be prohibited from 12:00 midnight to 8:00 a.m., 9:00 a.m. to 11:30 a.m., 1:00 p.m. to 3:00 p.m., and from 4:00 p.m. to 12:00 midnight, Monday to Friday, and at anytime on Saturdays and Sundays, on the south side of Keewatin Avenue, from a point 72 metres east of Yonge Street to a point 75 metres further east;

(5) That parking be prohibited anytime on the south side of Keewatin Avenue, from a point 36 metres east of Yonge Street to a point 72 metres further east, and from a point 147 metres east of Yonge Street to a point 30.3 metres further east; and

(6) That the appropriate City Officials be requested to take whatever action is necessary to give effect to the foregoing, including the introduction in Council of any Bills that may be required.

Comments:

At the request of the Principal of John Fisher Public School, Transportation Services' staff have investigated rescinding the "School Bus Loading Zone" on the south side of Keewatin Avenue adjacent to the rear of the school and instead providing a pick-up/drop-off area for short term parking for parents picking up and dropping off students at the school (Premises No. 40 Erskine Avenue).

Keewatin Avenue, from Yonge Street to Mount Pleasant Road, operates two-way on a pavement width of 8.5 metres. Parking is prohibited anytime on the south side of this section of Keewatin Avenue, adjacent to John Fisher Public School. Parking is prohibited anytime on the north side of Keewatin Avenue, from Yonge Street to Mount Pleasant Road. The parking regulation changes noted in Recommendation Nos. 1 to 5, above, will address the needs of the parents and students of John Fisher Public School.
