Subject: Intersection of Manor Road East and Gresham Road - Request for installation of a "Stop" sign. (North Toronto - Ward 22)

Purpose:

To clearly establish right-of-way at this intersection.

Financial Implications and Impact Statement:

The implementation cost of this proposal is approximately $600.00, funds for which are available in the Transportation Services 1999 Operating Budget.

Recommendations:

(1) That a "Stop" sign be installed for northbound traffic on Gresham Road at Manor Road East; and

(2) That the appropriate City Officials be requested to take whatever action is necessary to give effect to the foregoing, including the introduction in Council of any Bills that are required.

Comments:

At the request of Sergeant Ken Trotman of No. 53 Division, Toronto Police Service, Transportation Services' staff have investigated the feasibility of installing a "Stop" sign for northbound traffic on Gresham Road at Manor Road East to improve the operational safety at this location.

Gresham Road operates two-way with a pavement width of 8.5 metres and a maximum speed limit of 40 kilometres per hour. Manor Road East also operates two-way with a pavement width of 8.5 metres and a maximum speed limit of 40 kilometres per hour. These streets intersect to form a "T" type intersection. No "Stop" sign is currently posted at this intersection.

Transportation Services recently conducted a twenty-four hour speed and volume survey over a three day period on Gresham Road between Belsize Drive and Manor Road East. The results of this survey indicated that a daily average of 545 vehicles travelled northbound on the subject section of Gresham Road. Of these, 98 percent travelled at or below 50 kilometres per hour. The operating speed, (the speed at which 85 percent of the motorists travelled at or below) was 41 kilometres per hour and the average speed was 31 kilometres per hour.

A check of the Toronto Police Service collision data for the period of November 30, 1995 to November 30, 1998 revealed that there was one collision on Gresham Road, however, the lack of a "Stop" sign at the subject intersection was not a factor as the collision occurred mid-block.

Having evaluated the intersection of Gresham Road and Manor Road East, I advise that, notwithstanding the low volume and speed of vehicular traffic a "Stop" sign should be installed for northbound Gresham Road motorists at Manor Road East in order to clearly establish right-of-way. This would be in keeping with all of the streets on Manor Road East to the west of Gresham Road, where right-of-way has been clearly established.
