Subject: Reduction of Permit Parking Hours on Russett Avenue, between Bloor Street West and Wallace Avenue

Purpose:
To report on the reduction of permit parking hours on Russett Avenue, between Bloor Street West and Wallace Avenue,
from 12:01 a.m. to 10:00 a.m., 7 days a week, to 12:01 a.m. to 10:00 a.m., Monday to Friday, and 12:01 to 7:00 a.m.,
Saturday and Sunday.
Financial Implications and Impact Statement:
Not applicable.
Recommendations:
It is recommended that:
(1) the permit parking hours of operation on Russett Avenue, between Bloor Street West and Wallace Avenue be reduced
from 12:01 a.m. to 10:00 a.m., 7 days a week, to 12:01 a.m. to 10:00 a.m., Monday to Friday and 12:01 a.m. to 7:00 a.m.,
Saturday and Sunday;
(2) Schedule EE of Municipal Code Chapter 400, Traffic and Parking, of the former City of Toronto Municipal Code, be
amended to incorporate Russett Avenue, between Bloor Street West and Wallace Avenue; and
(3) the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto, including the
introduction of all necessary bills.
Background:
A request was received from Councillor Betty Disero to have the permit parking hours on Russett Avenue, between Bloor
Street West and Wallace Avenue, reduced from the current hours of 12:01 a.m. to 10:00 a.m., 7 days a week, to the
proposed hours of 12:01 a.m. to 10:00 a.m., Monday to Friday, and 12:01 a.m. to 7:00 a.m., Saturday and Sunday.
Comments:
Russett Avenue, between Bloor Street West and Wallace Avenue, is authorized for permit parking on an area basis, within
permit parking area 3H, and the current hours of operation are 12:01 a.m. to 10:00 a.m., 7 days a week.
In area 3H there are 843 on-street parking spaces with 806 permits issued to date. On Russett Avenue itself, there are 54
on-street permit parking spaces with a total of 40 permits issued to residents on the street.
The reduction of permit parking hours on Russett Avenue, between Bloor Street West and Wallace Avenue, is a
deprivation to permit holders. Under the procedures adopted by the former Toronto City Council, we are required to notify
all affected permit holders by posting a notice in the newspaper. A notice on the deprivation of permit parking was placed
in the Toronto Sun on August 9, 1999, with August 24, 1999 as the last date to respond, and no objections were received.
Conclusions:
Given that there were no objections received, it is recommended that the permit parking hours on Russett Avenue, between
Bloor Street West and Wallace Avenue, be amended to indicate 12:01a.m. to 10:00 a.m., Monday to Friday, and 12:01 a.m.
to 7:00 a.m., Saturday and Sunday.
