Subject: Borden Street, between College Street and Harbord Street - Implementation of alternate side parking regulations
and provision of a one hour maximum parking regulation (Downtown)
Purpose:
To provide for enhanced mechanical street cleaning, prevent long term, non-resident parking and promote parking turnover
on Borden Street, from College Street to Harbord Street.
Financial Implications and Impact Statement:
The implementation cost of this proposal is approximately $2,500.00, funds for which are available in the Transportation
Services 1999 Operating Budget.
Recommendations:
(1) That the parking prohibition at anytime on the west side of Borden Street, between College Street and Harbord Street
be rescinded;
(2) That the alternate side parking system be introduced on Borden Street, between College Street and Harbord Street, to
operate as follows:
East side
(a) parking be prohibited at anytime from December 1 of one year to March 31 of the next following year; and
(b) parking be prohibited at anytime from the 16th day to the last day of each month, from April 1 to November 30;
West side
(a) parking be prohibited at anytime from the 1st day to the 15th day of each month, from April 1 to November 30;
(3) That parking be allowed for a maximum period of one hour from 8:00 a.m. to 6:00 p.m., daily, on the east side of
Borden Street, between College Street and Harbord Street, from the 1st day to the 15th day of each month, from April 1 to
November 30;
(4) That parking be allowed for a maximum period of one hour from 8:00 a.m. to 6:00 p.m., daily, on the west side of
Borden Street, between College Street and Harbord Street from:
(a) the 16th day to the last day of each month, from April 1 to November 30; and
(b) December 1 of one year to March 31 of the next year; and
(5) That the appropriate City Officials be requested to take whatever action is necessary to give effect to the foregoing,
including the introduction in Council of any Bills that are required.
Comments:
City Council at its meeting of October 30, 1998, in considering Clause No. 22 of Report No. 12 of the Toronto Community
Council, entitled Rescindment of Alternate Side Parking Regulations and Provision of Year Round Parking on the east side
of Borden Street, between College and Harbord Streets (Downtown), authorized the implementation of the revised parking
regulations for this section of Borden Street. The necessary work to implement the foregoing was completed on December
17, 1998.
Councillor Olivia Chow has now forwarded to us a petition from residents of Borden Street, between College Street and
Harbord Street, requesting the re-establishment of the alternate side parking system and the one hour maximum parking
regulation that had existed prior to the approval of the above Clause to provide for enhanced mechanical street cleaning,
prevent long term, non-resident parking and to promote parking turnover on this section of Borden Street.
Borden Street, between College Street and Harbord Street, has a pavement width of 7.3 metres and operates two-way, from
College Street to the public lane first north, one-way northbound from that point to Ulster Street and one-way southbound
from Ulster Street to Harbord Street. Parking is prohibited at anytime on the west side of Borden Street, between College
Street and Harbord Street. Permit parking regulations apply from midnight to 7:00 a.m., daily, on the east side of the
subject portion of Borden Street. Otherwise, parking is permitted for a maximum period of three hours.
Borden Street is in Permit Parking Area 6B where all of the 645 parking permits authorized for this area have been issued.
Specifically, on the east side of Borden Street, between College Street and Harbord Street, 65 permits have been issued to
residents against 86 parking spaces available.
There are 78 parking spaces on the west side and 86 parking spaces on the east side of Borden Street under the alternate
side parking provisions. Having consideration for the residents' request and the on-street parking requirements of residents
in permit parking Area 6B in general, the alternate side parking regulations on Borden Street, between College Street and
Harbord Street, could be re-established to enhance mechanical street cleaning operations. This will reduce parking
potential by 8 parking spaces (when parking is allowed on the west side of the street under the provisions of the alternate
side parking system) on the street and in permit parking Area 6B.
Coupled with the alternate side parking provisions and the overnight permit parking regulations as indicted above,
residents also would like parking to be permitted for a maximum period of one hour from 8:00 a.m. to 6:00 p.m., daily, to
prevent long term non-resident parking and to promote parking turnover.
