Subject: Hounslow Heath Road, west side, south of St. Clair Avenue West - Adjustment to parking regulations.

Ward 21 - Davenport

Purpose:

To provide for the safe and efficient movement of vehicular traffic on Hounslow Heath Road at its intersection with St. Clair Avenue West.

Financial Implications and Impact Statement:

Funds to undertake the necessary signage adjustment in the estimated amount of $100.00 are contained in the Transportation Services Division 1999 Operating Budget.

Recommendations:

(1) That standing be prohibited at any time on the west side of Hounslow Heath Road from St. Clair Avenue West to a point 30.5 metres south thereof; and

(2) That the appropriate City Officials be requested to take whatever action is necessary to give effect to the foregoing, including the introduction in Council of any Bills that may be required.

Comments:

At the request of Davenport Councillor Betty Disero, Transportation Services' staff has reviewed the parking regulations on the west side of Hounslow Heath Road, south of its intersection with St. Clair Avenue West, with a view to enhancing traffic operation and safety.

Houslow Heath Road, between St. Clair Avenue West and Spring Grove Avenue, operates two-way on a pavement width of 8.5 metres. Parking is prohibited at any time on the east and north sides of the street and on the west side of the street from St. Clair Avenue West to a point 30.5 metres south. From that point to Spring Grove Avenue, parking is permitted on the west and south sides of Hounslow Heath Road for a maximum period of one hour between 8:00 a.m. and 6:00 p.m., Monday to Saturday, and for a maxiumum period of three hours at other times, except during the hours of permit parking operation from 12:01 a.m. to 7:00 a.m., daily.

Traffic control signals are in operation at the intersection of St. Clair Avenue West and Hounslow Heath Road. In accordance with the provisions of Chapter 400 of the Toronto Municipal Code and By-law No. 32-92 of the former Municipality of Metropolitian Toronto, parking is prohibited within 30.5 metres of a signalized intersection. This parking prohibition is in effect at all signalized intersections city-wide to ensure the safe and efficient movement of vehicles approaching and departing the intersection.

Councillor Disero's office has been contacted by area residents advising that motorists, patronizing area businesses along the St. Clair Avenue West commercial strip, frequently park their vehicles on the west side of Hounslow Heath Road within the signed "No Parking" area south of St. Clair Avenue West, in the vicinity of the intersection.

In view of the illegal parking situation, a more stringent "No Standing Anytime" regulation could be implemented on the west side of Hounslow Heath Road from St. Clair Avenue West to a point 30.5 metres south. This would provide a greater deterrant to motorists since the illegal standing of a vehicle is subject to a fine of $40.00 as opposed to a fine of $20.00 for illegal parking.

The "No Standing" regulation would permit motorists to temporarily stop their vehicles to pick-up and drop-off passengers but would preclude them from loading or unloading goods or merchandise.

Conclusion:

Prohibition of standing at all times on the west side of Hounslow Heath Road, immediately south of St. Clair Avenue West would deter illegal parking and would improve the operation of the intersection.
