Subject: Queen Street East, south side, from Coxwell Avenue to Nursewood Road - Extension of the operational period of the afternoon rush hour stopping prohibition (Ward 26 - East Toronto)

Purpose:

To report on extending operational hours of the stopping prohibition on the subject section of Queen Street East to facilitate traffic flow and enhance public transit during the afternoon rush hour period, Monday to Friday.

Funding Sources, Financial Implications and Impact Statement:

Funds to undertake the necessary signage adjustments in the estimated amount of $400.00 are contained in Transportation Services Division 1999 Current Budget.

Recommendations:

It is recommended that:

(1) the stopping prohibition from 4:00 p.m. to 6:00 p.m., Monday to Friday on the south side of Queen Street East, be rescinded:

a) from Jarvis Street to Eastern Avenue;

b) from Kingston Road to Nursewood Road; and

c) from Kingston Road to a point 200 metres west thereof;

(2) stopping be prohibited from 4:00 p.m. to 6:00 p.m., except Saturday, Sunday and Public Holidays on the south side of Queen Street East, from Jarvis Street to Coxwell Avenue;

(3) stopping be prohibited from 4:00 p.m. to 6:30 p.m., except Saturday, Sunday and Public Holidays, on the south side of Queen Street East, from Coxwell Avenue to Nursewood Road;

(4) the hours of operation of the Pay-&-Display parking machines on the south side of Queen Street East from Coxwell Avenue to a point 200 metres west of Kingston Road and from Kingston Road to Woodbine Avenue, be adjusted to operate at a rate of $1.25 per hour from:

a) 8:00 a.m. to 4:00 p.m., Monday to Friday, for a maximum period of two hours;

b) 8:00 a.m. to 6:00 p.m., Saturday and Sunday, for a maximum period of two hours;

c) 6:30 p.m. to 12:00 a.m., Monday to Friday, for a maximum period of three hours; and

d) 6:00 p.m. to 12:00 a.m. Saturday and Sunday for a maximum period of three hours; and

(5) the appropriate City Officials be requested to take whatever action is necessary to give effect to the foregoing, including the introduction in Council of any Bills that are required.

Comments:

At the request of Councillor Tom Jakobek, Transportation Services has investigated extending the operational hours of the stopping prohibition, currently from 4:00 p.m. to 6:00 p.m., Monday to Friday to apply from 4:00 p.m. to 6:30 p.m., Monday to Friday, on the south side of Queen Street East, from Coxwell Avenue to Nursewood Road, to enhance eastbound traffic flow and public transit operations.

Queen Street East is a two-way arterial road with streetcar service and a pavement width that varies from 11.8 metres to 15.2 meters. Stopping is prohibited from 4:00 p.m. to 6:00 p.m., Monday to Friday on the south side between Coxwell Avenue and Nursewood Road. Parking is otherwise allowed for temporal periods (either two hours or three hours) on this section of Queen Street East and controlled by Pay-&-Display parking machines between Coxwell Avenue and Woodbine Avenue. Permit parking is authorized from 2:00 a.m. to 7:00 a.m., daily on a section of Queen Street East between Beech Avenue and Nursewood Road.

Extending the hours of the stopping prohibition on the south side of Queen Street East between Coxwell Avenue and Nursewood Road to apply from 4:00 p.m. to 6:30 p.m., Monday to Friday would enhance eastbound traffic flow and public transit operations. However, we note as follows:

(1) patrons of businesses along this section of Queen Street East generate a high demand for on-street parking and the loss of an estimated 200-300 parking spaces between 6:00 p.m. and 6:30 p.m. would cause some inconvenience for patrons of local business, greater competition for parking spaces on the north side of the street (where parking is allowed during the afternoon rush period) and might increase transient parking infiltration on the local streets extending north and south from Queen Street East; and

(2) the loss of about 46 parking spaces between 6:00 p.m. and 6:30 p.m., Monday to Friday on the south side of Queen Street East between Coxwell Avenue and Woodbine Avenue translates to a potential revenue loss of about $7,200.00 annually from the parking machines.
