STAFF REPORT

Subject: George Street South, west side, from The Esplanade to Henry Lane Terrace (north branch) - Provision of a "School Bus Loading Zone" (Downtown)

Purpose:

This proposal is intended to enhance school bus loading/unloading operations and to encourage the curb space being kept clear of parked vehicles.

Financial Implications and Impact Statement:

The implementation cost of this proposal is approximately $500.00, funds for which are available in the Transportation Services 1999 Operating Budget.

Recommendations:

(1) That a "School Bus Loading Zone" be established on the west side of George Street South, from a point 22.0 metres south of The Esplanade to a point 22.0 metres further south; and

(2) That the appropriate City Officials be requested to take whatever action is necessary to give effect to the foregoing, including the introduction in Council of any Bills that are required.

Comments:

At the request of staff of the St. Michael's School, located at Premises No. 50 George Street South, and Downtown Councillor Olivia Chow, staff of Transportation Services have investigated the feasibility of establishing a "School Bus Loading Zone" to enhance loading/unloading operations of students destined to the school.

George Street South, from The Esplanade to Henry Lane Terrace (north branch), operates two-way on a pavement width of 8.7 metres and a forty kilometres per hour maximum speed limit. The following parking regulations are currently in effect on this section of George Street South:

East Side

a) The permit parking system operates from 10:00 p.m. to 7:00 a.m., daily;

b) Parking is permitted to a maximum period of one hour, from 8:00 a.m. to 4:00 p.m., Monday to Saturday; and

c) Parking is otherwise permitted to a maximum period of three hours.

West Side

a) Parking is permitted for a maximum period of ten minutes, from 7:30 a.m. to 9:30 a.m., from 11:30 a.m. to 1:30 p.m., and from 3:30 p.m. to 5:30 p.m., Monday to Friday, from a point 44.0 metres south of The Esplanade to a point 28.5 metres further south and is designated as a "Student Pick-up and Drop-off Area";

b) Parking is prohibited from 9:30 a.m. to 11:30 a.m., from 1:30 p.m. to 3:30 p.m. and from 5:30 p.m. of one day to 7:30 a.m. of the next following day, Monday to Friday, from a point 44.0 metres south of The Esplanade to a point 28.5 metres further south; and

c) Parking is prohibited at anytime from The Esplanade to a point 44.0 metres south.

School buses pick-up and drop-off students on the west side (school side) of George Street South in front of the St. Michael's School. Currently, these buses must use "flashers" during these operations, effectively stopping all traffic on the street. Accordingly, to enhance safety for students and maintain vehicular traffic flow on this section of George Street South, a "School Bus Loading Zone" could be established on the west side of George Street South, from a point 22.0 metres south of the Esplanade to a point 22.0 metres further south.

The "School Bus Loading Zone" will function separately and in harmony with the existing "Student Pick-up and Drop-off Area" outlined above.
