Subject: Concord Avenue, east side, north of College Street - Adjustment of existing "School Bus Loading Zone" and
implementation of an additional "Student Pick-up and Drop-off Area".
(Trinity-Niagara)
Purpose:
To increase the number of short term parking spaces for parents picking-up and dropping-off students at Dewson Street
Public School (Premises No. 65 Concord Avenue).
Financial Implications and Impact Statement:
The implementation cost of this proposal is approximately $225.00, funds for which are available in the Transportation
Services 1999 Operating Budget.
Recommendations:
(1) That the school bus loading zone on the east side of Concord Avenue, from a point 155.6 metres north of College Street
to a point 62.4 metres further north, be adjusted to apply from a point 155.6 metres north of College Street to a point 40.0
metres further north;
(2) That the existing parking prohibition at anytime on the east side of Concord Avenue, from a point 219.8 metres north of
College Street to Dewson Street, be adjusted to apply from a point 251.4 metres north of College Street to Dewson Street;
(3) That parking be prohibited from 9:30 a.m. to 11:30 a.m., from 1:30 p.m. to 3:00 p.m. and from 4:00 p.m. of one day to
8:30 a.m. of the next following day, Monday to Friday and at anytime on Saturdays, Sundays and Public Holidays, from a
point 196.6 metres north of College Street to a point 54.8 metres further north;
(4) That parking be allowed for a maximum period of ten minutes from 8:30 a.m. to 9:30 a.m., from 11:30 a.m. to 1:30
p.m. and from 3:00 p.m. to 4:00 p.m., except Saturdays, Sundays and Public Holidays, from a point 196.6 metres north of
College Street to a point 54.8 metres further north; and
(5) That the appropriate City Officials be requested to take whatever action is necessary to give effect to the foregoing,
including the introduction in Council of any Bills that are required.
Comments:
At the request of Ms. Stefanie Irwin, Principal, Dewson Street Public School (Premises No. 65 Concord Avenue), and in
consultation with Trinity-Niagara Councillors Joe Pantalone and Mario Silva, Transportation Services' staff have
investigated rescinding, in part, the parking prohibition on the east side of Concord Avenue, south of Dewson Street, to
increase short term parking for parents picking-up and dropping-off students at Dewson Street Public School.
Concord Avenue, from College Street to Dewson Street (in front of Dewson Street Public School), operates one-way
northbound and has a pavement width of 7.3 metres. The following parking regulations are in effect on this street:
West Side:
(a) Parking is prohibited from 8:30 a.m. to 5:00 p.m., Monday to Friday, from Dewson Street to a point 167.0 metres south;
(b) Parking is permitted to a maximum of one hour from 8:00 a.m. and 6:00 p.m., Monday to Saturday, from College Street
to a point 167.6 metres south of Dewson Street;
(c) Permit parking operates from 12:01 a.m. to 7:00 a.m.; and
(d) Parking is otherwise permitted to a maximum of three hours.
East Side:
(a) Parking is prohibited at anytime from College Street to a point 132.6 metres further north and from 219.8 metres north
of College Street to Dewson Street;
(b) Parking is prohibited from 9:30 a.m. to 11:30 a.m., from 1:30 p.m. to 3:00 p.m. and from 4:00 p.m. of one day to 8:30
a.m. of the next following day, Monday to Friday and at anytime on Saturdays, Sundays and Public Holidays, from a point
132.6 metres north of College Street to a point 23.0 metres further north;
(c) Parking is permitted for a maximum period of ten minutes from 8:30 a.m. to 9:30 a.m., from 11:30 a.m. to 1:30 p.m.
and from 3:00 p.m. to 4:00 p.m., except Saturdays, Sundays and Public Holidays, from a point 132.6 metres north of
College Street to a point 23.0 metres further north; and
(d) A "School Bus Loading Zone" is delineated from a point 155.6 metres north of College Street to a point 64.2 metres
further north.
Reducing the length of the "School Bus Loading Zone", at the north end by 23.6 metres, would enable an additional
"Student Pick-up and Drop-off Area" (SPDA) to be delineated on the east side of Concord Avenue from a point 196.6
metres north of College Street to a point 54.8 metres further north. This additional SPDA would substantially increase the
number of short-term parking spaces for parents picking-up and dropping-off students at Dewson Street Junior School.
As Community Council may be aware, SPDA signage is advisory and no amendment to Chapter 400 of the Municipal
Code is required to enable the installation of same. However, in conjunction therewith, it would be advisable to implement
the same parking regulations as the SPDA noted above to maintain consistency and prevent misuse of the parking area.
