Purpose:
To partially close the southerly portion of Longview Drive, with an intent to fully close the
roadway, south of Pelmo Crescent in the future.
To legally close that portion of Woodward Avenue east of Pine Street and that portion of
Woodward Avenue west of Uphill Avenue.
Source of funds:
There are no financial implications to the City.
Recommendations:
- Close and sell 15.5 metres (50.85 feet) of the southerly portion of Longview Drive to
Humber River Regional Hospital.
- Close and sell 18.5 metres (60.70 feet) of Woodward Avenue east of Pine Street to Humber
River Regional Hospital.
- Close and sell 15 metres (50 feet) of Woodward Avenue west of Uphill Avenue to Humber
River Regional Hospital.
Council Reference/Background/History:
As a result of the recommendations of the Health Restructuring Commission, Humber River
Regional Hospital (HRRH) located at 200 Church Street is required to expand its facilities on
the existing site. The expansion includes: two building additions to the existing hospital, an
expansion of the staff parking on the west side of the building by 50 parking spaces; a new
214 parking space two-level parking structure for visitors at the south east corner of the lot;
and, a new access from Church Street to serve the parking structure and main entrance to the
building. The hospital is also undertaking internal renovations and external site modifications
to the parking areas and parking aisles.
The zoning amendment application UDZ-98-05 includes lands which are not currently in the
ownership of the hospital, namely, a portion of Longview Drive road allowance which is a
dedicated public highway in the ownership of the City (former City of North York).
The southern half of the hospital site is situated within the former City of York and the
northern half is situated within the former City of North York. Over the years, portions of
Woodward Avenue have been closed and sold to the hospital as it expanded. However, the
remaining portions of Woodward Avenue which now encompass the hospital site were never
legally closed.
Comments and/or Discussion and/or Justification:
Longview Drive
Longview Drive south of Pelmo Crescent functions as a principal access to the hospital and
also provides access to a secondary driveway to the rear of the property municipally known as
67 Pelmo Crescent. All municipal services and public utilities within the road allowance serve
only hospital related properties and as such the remainder of the road between Pelmo Crescent
and the hospital is no longer required for municipal purposes. Therefore, it would be in the
City's best interest to close the entire section of Longview Drive. However, the hospital has
expressed its desire to only acquire the 15.5 metres (50.85 feet) which are required for its
expansion.
Recognizing that the northern section of Longview Drive is not required for the immediate
needs of the hospital, the full closure of the roadway could be achieved in two sections, for
which both processes would be initiated simultaneously. The closure of the first section, being
the southern portion of the road allowance required for the hospital expansion could proceed
concurrent with the enactment of the site specific zoning by-law, as no other land owners are
involved. The closure of the second section, the northern portion of the road allowance,
involves the property owner of 67 Pelmo Crescent.
Woodward Avenue
Over the years, the hospital has developed and modified its access at Woodward Avenue, east
of Pine Street and Woodward Avenue, west of Uphill Avenue. These particular sections of
Woodward Avenue are now being used solely by the hospital as a driveway and parking area
and require legal closing.
Conclusions:
1.the 15.5 metre portion at the southerly end of Longview Drive, south of Pelmo Crescent can
be declared surplus to the needs of the City and public notice of their sale can be given;
- the 18.5 metres (60.70 feet) of Woodward Avenue east of Pine Street can be declared
surplus to the needs of the City and public notice of their sale can be given;
- the 15 metres (50 feet) of Woodward Avenue west of Uphill Avenue can be declared
surplus to the needs of the City and public notice of their sale can be given;
- the closures should be subject to whatever easements are required to accommodate the
existing public services and/or utilities;
