Subject:Sidewalk Snow Clearance
Recommendation:
The Toronto Pedestrian Committee, at its meeting held on November 19, 1998, recommended
that (1) the Toronto City Council support the public funding for sidewalk clearance
throughout the new City; and (2) that Joan Doiron, Co-Chair, be authorized to depute this
matter at the Urban Environment and Development Committee.
Background:
The Toronto Pedestrian Committee had before it a communication (November 1, 19998) from
Joan Doiron, Co-Chair, The Toronto Pedestrian Committee, advising that the former City of
North York pedestrians have benefitted from public sidewalk snow clearance; that the new
City of Toronto has indicated that it wishes to follow "best practices" of the former cities; that
this is clearly a benefit since snow clearance significantly increases sidewalk safety for seniors
and children; that in the past, snow clearance by owners and occupants of buildings has been
very irregular; thus pedestrians face dangerous, icy conditions without public snow clearance;
and that the taxpayer pays for road snow clearance, likewise sidewalk snow clearance should
be publicly funded since 100% of residents are at one time or the other pedestrians.
