Subject:"No Parking" Amendments: Wilson Avenue, between Ridley Boulevard and Clyde Avenue

Ward 9, North York Centre South

Purpose:

To extend the existing "No Parking Any Time" restrictions on both sides of Wilson Avenue, between Ridley Boulevard and Clyde Avenue.

Funding Sources:

All costs associated with the installation of the parking restrictions are included within the 1999 operating budget.

Recommendations:

It is recommended that:

(1)parking be prohibited at any time on both sides of Wilson Avenue, from the westerly limit of Ridley Boulevard to the easterly limit of Clyde Avenue; and

(2)the appropriate by-law(s) be amended accordingly.

Background:

Currently, parking is permitted for a maximum of three hours on both sides of this section of Wilson Avenue except between the hours of 7:00 a.m. and 9:00 a.m. and 4:00 p.m. and 6:00 p.m., (Except Saturdays, Sundays and Public Holidays), when stopping is prohibited.

Staff of the Works and Emergency Services Department, Transportation Services - District 3, have been advised by the Board of Directors, Del Property Management, which represents the residents of 265 Ridley Boulevard, that throughout the night many vehicles including numerous heavy trucks are parking on both sides of Wilson Avenue between Ridley Boulevard and Clyde Avenue.

Of particular concern are large trucks with trailers that contain chemical materials, which are left parked overnight. These trucks also create sight obstructions for drivers entering Wilson Avenue from the streets on the south side or driveways on both sides of the road.

Despite numerous requests to the Toronto Police Services for enforcement of the three hour parking limit, the existing overnight parking behaviours, have not changed. Toronto Police Services staff have advised that stricter enforcement could be provided if specific parking restrictions were in place, as the current three hour parking limit requires at least two visits to the location.

Comments:

The installation of the proposed parking restrictions is required to prevent the parking of vehicles on Wilson Avenue, between Ridley Boulevard and Clyde Avenue. This would also ensure that the entire travelled portion of roadway and sight lines are unobstructed at all times.

Conclusions:

The parking amendments, as recommended, should be implemented to reduce illegal parking, sight obstructions and the disruption to the flow to traffic on both sides of Wilson Avenue, between Ridley Boulevard and Clyde Avenue.
