Dear Ms. Wong:

At its meeting on Wednesday, February 24, 1999, the Commission considered the attached report entitled, "Procurement Authorization - Installation Of Suspended Scaffolds For Replacement Of Walkway Beams On The Prince Edward Viaduct."

The Commission approved the Recommendation contained in the report, as listed below:

"It is recommended that the Commission approve:

1.acceptance of the tender submitted by Scaffold Connection Corporation for the contract period February 24, 1999 to December 31, 2000, in the upset limit amount of $1,305,847.98 for the design, supply, installation and removal of Multi-Point Suspended Scaffolds (MPSS) on the Prince Edward Viaduct to facilitate the removal and replacement of all walkway beams in 1999 and 2000;

2.forwarding this report to the City of Toronto Council requesting approval for weekend closures to road traffic on the Don Valley Parkway on June 4 and 11, 1999 and October 8 and 15, 1999 to accommodate the installation and removal of temporary access platforms required for the replacement of walkway beams in Span 2 of the Prince Edward Viaduct."

The Commission also agreed that if a decision is made in the future to install a permanent Inspection Platform on the Prince Edward Viaduct that staff consider an amendment to this contract to permit the necessary work to be carried out.

The foregoing is forwarded to the Urban Environment and Development Committee and Toronto City Council for consideration of the Commission's request for weekend closures to road traffic on the Don Valley Parkway on June 4 and 11, 1999 and October 8 and 15, 1999 to accommodate the installation and removal of temporary access platforms required for the replacement of walkway beams in Span 2 of the Prince Edward Viaduct.

RECOMMENDATION

It is recommended that the Commission approve:

FUNDING

Sufficient funds to accommodate this expenditure are included in the amended 1999-2003 Capital Program, Project 3.4 - Prince Edward Viaduct - Beam Replacement, as set out on the revised pages 515 to 524 in the "State of Good Repair Category" of the amended 1999-2003 Capital Program approved by the Commission on December 2, 1998.

BACKGROUND

At its meeting of December 2, 1998, the Commission approved amending the 1999-2003 Capital Program, Project 3.4 - Prince Edward Viaduct - Beam Replacement to increase the project by an estimated $7.7 million, and increase spending into 1999 and 2000 to facilitate accelerated removal and replacement of failing walkway beams.

At its meeting of February 10, 1999, the Commission approved acceptance of a tender in the amount of $2,648,715.00 for the supply of steel/fibre grating to replace all existing precast concrete walkway beams on the Prince Edward Viaduct.

There are 536 individual concrete walkway beams on the Prince Edward Viaduct, which will be replaced over the next two years, to ensure safety at track level and beneath the bridge. Staff have scheduled the replacement of all precast concrete walkway beams with steel/fibre grating above the Don Valley Parkway, Bayview Extension and part of the Hydro right-of-way in 1999. All remaining precast concrete walkway beams will be removed and replaced in the year 2000.

To accommodate the removal and replacement of walkway beams on the Prince Edward Viaduct structure, it will be necessary to fabricate temporary access platforms known as MPSS under the individual bridge spans supporting the subway right-of-way.

To facilitate the installation and removal of the MPSS over the Don Valley Parkway and Bayview Extension, it will be necessary to provide four weekend closures on the Don Valley Parkway (June 4 & 11 and October 8 & 15, 1999) and similar closures on the Bayview Extension. Staff have advised City of Toronto Transportation Services of the requirements for and proposed dates of these closures. City Transportation Services have requested that the Commission obtain the approval of City of Toronto Council for the weekend expressway closures.

DISCUSSION

Specifications were prepared for the design, supply and installation of MPSS to accommodate the removal and replacement of walkway beams on the Prince Edward Viaduct. An advertisement was placed in the Daily Commercial News and eight (8) companies requested copies of the tender documents, out of which two (2) submitted tenders. All responses are summarized in Appendix "A".

The lowest tender for the MPSS was submitted by Scaffold Connection Corporation in the upset limit amount of $1,305,847.98. This company has worked for the City of Toronto on similar projects. As they have not previously worked directly for the Commission, reference checks were completed which indicates they have performed work of a similar size and nature in the past. Based on a review of the Contractor's financial statements, they appear to have the financial capability to perform this work. This tender is considered commercially and technically compliant and staff are recommending acceptance.

JUSTIFICATION

It is necessary to proceed with the foregoing procurement expenditure in order to provide temporary access to accommodate the removal and replacement of walkway beams on the Prince Edward Viaduct. This will ensure both the safety and integrity of the subway system on the bridge structure and the safety of human and vehicular traffic on the roadways and areas located beneath.
