Subject:1050 mm Watermain on MacPherson Avenue and Bridgman Avenue from Poplar PlainsRoad to Albany Avenue Contract MW9901WS, Tender Call No. 62-1999 (Midtown)

Purpose:

The purpose of this report is to award Contract MW9901WS, Tender Call No. 62-1999 for the construction of a 1050 mm Watermain on MacPherson Avenue and Bridgman Avenue from Poplar Plains Road to Albany Avenue, in accordance with specifications as required by the Works and Emergency Services Department and to request the authority to issue a contract to the recommended bidder.

Sources of Funds:

This project is included in the approved 1999-2003 Water and Wastewater Services Division Capital Works Program and funds are available in the Water Supply, Distribution System Improvements capital accounts.

Recommendation:

It is recommended that Contract MW9901WS for the construction of a 1050 mm Watermain on MacPherson Avenue and Bridgman Avenue from Poplar Plains Road to Albany Avenue be awarded to Clearway Construction Inc. in the total amount of $4,500,000.00 including all taxes and charges, being the lowest Tender received.

Council Reference/Background/History:

On April 28, 1999, the Bid Committee opened the following Tenders for Contract MW9901WS, Tender Call No. 62-1999 for the construction of a 1050 mm Watermain on MacPherson Avenue and Bridgman Avenue from Poplar Plains Road to Albany Avenue:

Clearway Construction Inc. $4,500,000.00
Dagmar Construction Inc. $5,800,000.00
Timbel Limited $6,348,000.00

Comments and/or Discussion and/or Justification:

Representatives of the Works and Emergency Services Department have reviewed the Tender submitted by the lowest tenderer, Clearway Construction Inc. (Clearway), and discussed the tender with them. Staff of the Department is satisfied that this company fully understands the contractual requirements, and has the capability to carry out the work as specified.

The tenders submitted by Clearway Construction Inc. and Timbel Limited offered credits in the amounts of $107,000.00 and $800,000.00 respectively, to the tendered lump sum price for the proposed alternatives. These offers, if accepted, would not impact on the ranking of the tenderers. Clearway's offer will be reviewed in detail after the contract award and if found acceptable, wholly or in part, will reduce the tendered lump sum price of the contract.

The Manager, Fair Wage and Labour Trades Office has reported favourably on the firm recommended.

Conclusion:

This report requests authority to issue a contract for the construction of a 1050 mm Watermain on MacPherson Avenue and Bridgman Avenue from Poplar Plains Road to Albany Avenue, in accordance with specifications to Clearway Construction Inc., being the lowest Tender received.
