Subject: Proposed Installation of Traffic Control Signals

The Queensway and Primary Access Driveway to Cinemark Theatres Canada Inc. Site - No. 1025 The Queensway

Lake Shore-Queensway; Councillors Irene Jones, Blake Kinahan

Purpose:

To obtain approval for the installation of traffic control signals at the intersection of The Queensway and the primary access driveway to the proposed Cinemark development located at No. 1025 The Queensway, approximately 160 metres west of Islington Avenue.

Financial Implications and Impact Statement:

All costs associated with the subject work are to be borne by the developer, Cinemark Theatres Canada Inc.

The estimated cost of installing traffic control signals at this location is $130,000, which includes a one-time fee of $30,000 for the operation and maintenance of the signals.

Recommendations:

It is recommended that:

(1) traffic control signals be approved at the intersection of The Queensway and the primary access driveway to the proposed Cinemark development located at No. 1025 The Queensway, approximately 160 metres west of Islington Avenue;

(2) installation of the traffic control signals be subject to the receipt of funding from the developer; and

(3) the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto."

Background:

As a condition of site plan approval for the proposed Cinemark theatre development, the installation of traffic control signals is one of several traffic control measures and road modifications required to accommodate the anticipated traffic generated by the Cinemark development.

Comments:

In the vicinity of the subject site, The Queensway is a seven-lane arterial road (including center turn lane) with a two-way 24 hour traffic volume of 36,200 vehicles per day. The nearest traffic control signals are located approximately 160 metres to the east at Islington Avenue.

The subject primary access driveway to the Cinemark development will form a "T" intersection on the south side of The Queensway.

An eight hour traffic control signal warrant analysis was undertaken based on volumes generated by the Cineplex development. The results are listed below:

Warrant Compliance

(1) Minimum Vehicular Volume 100 per cent

(2) Delay to Cross Traffic 100 per cent

(3) Collision Hazard 0 per cent

Either Warrant 1 or Warrant 2 should be 100 per cent satisfied or any two of the three warrants should be 80 per cent satisfied to satisfy the minimum technical requirements for the installation of traffic control signals.

The installation of traffic control signals will not have a significant impact on the operation of the roads in the immediate area.

The estimated cost of installing traffic control signals at this location is $100,000 which includes the SCOOT control features. In addition to this cost, the developer, Cinemark Theatres Canada Inc., is required to pay a one-time fee of $30,000 for the operation and maintenance of the signals.

Staff have contacted the ward Councillors, and both Councillor's Irene Jones and Blake Kinahan concur with the recommendations of this report.

Conclusions:

The proposed traffic control signals should be installed to provide a safe access to the proposed Cinemark theatre development located at No. 1025 The Queensway.
