STAFF REPORT

Subject: Contract Extensions - Collection of Waste and Recyclable Materials in the Former City of Etobicoke

Purpose:

The purpose of this report is to seek Council authority to extend three separate contracts for the collection of waste and recyclable materials from single family dwellings, multi-unit apartments and commercial establishments in the former City of Etobicoke for a period of two years commencing July 10, 2000.

Financial Implications and Impact Statement:

Funding for these contracted services has been provided for in the 2000 Operating Budget submission under account numbers SW0368, SW0361 and SW0375.

Prices for these services will remain fixed at their current levels except for an annual adjustment due to the application for the Consumer Price Index which has already been accounted for in the 2000 Operating Budget submission.

Recommendations:

It is recommended that:

(1) Council authority be granted to extend Contract No. P-87-94 between the City of Toronto and Canadian Waste Services (formerly Waste Management Incorporated) for curbside and containerized front-end waste collection, apartment recycling cart collection, curbside recyclable materials collection, yard waste collection and bulky items collection from residential, and some commercial and institutional buildings for a period of two years commencing July 10, 2000 and terminating July 9, 2002;

(2) Council authority be granted to extend Contract No. P-45-96 (Items 1 and 2) between the City of Toronto and Browning Ferris Industries for the curbside collection of waste and bulky items from residential, and some commercial and institutional buildings for a period of two years commencing July 10, 2000 and terminating July 9, 2002; and

(3) Council authority be granted to extend Contract No. P-45-96 (Item 3) between the City of Toronto and Canadian Waste Services (formerly Waste Management Incorporated) for the front-end containerized collection of waste from residential, and some commercial and institutional buildings for a period of two years commencing July 10, 2000 and terminating July 9, 2002.

Background:

At its meeting held on February 27, 1995, as per Resolution No. 116, the former City of Etobicoke Council approved the award of Contract No. P-87-94, for the collection of waste and recyclable materials to Waste Management Industries (currently Canadian Waste Services) at a tender price of $3,767,441. Contract P-87-94, which commenced on July 10, 1995 and is scheduled to expire on July 9, 2000, includes a two-year extension option.

At its meeting held on September 23, 1996, as per Resolution No. 253, the former City of Etobicoke Council approved the award of Contract No. P-45-96 (Items 1 and 2), for the curbside collection of waste from residential, commercial and institutional buildings to Browning Ferris Industries at a tender price of $611,740.40. Contract No. P-45-96 (Item 3), for front-end containerized waste collection from residential, commercial and institutional buildings, was awarded to Waste Management Industries (currently Canadian Waste Services) at a tender price of $409,360.60. The contract, which commenced on January 1, 1997 and is scheduled to expire on July 9, 2000, includes a two-year extension option.

Comments:

Clause No. 4 of the Special Provisions section of both Contract No. P-87-94 and Contract No. P-45-96 states, "The Contract may be extended to 2002 by the lesser of the continued application of the Consumer Price Index or a mutually agreed upon price." The Department recommends extending both contracts for two years commencing July 10, 2000 and terminating July 9, 2002.

Both Browning Ferris Industries and Canadian Waste Services are performing well and the collection prices contained in Contract No. P-45-96 and Contract No. P-87-94 are competitive with bids and prices received for similar work in other areas of the City.

Conclusion:

Staff recommend that Council authority be granted to extend Contract P-87-94, Contract P-45-96 (Items 1 and 2) and Contract P-45-96 (Item 3), for two years commencing July 10, 2000 and terminating July 9, 2002.
