Subject: Proposed Installation of Traffic Control Signals:
Steeles Avenue West at Murray Ross Parkway

Purpose:
To obtain the appproval for the installation of traffic control signals on Steeles Avenue West at Murray Ross Parkway
Financial Implications and Impact Statement:
All costs associated with the installation of the traffic control signals are the responsibility of York University and
Lauridon Sports Management. The estimated cost of installing traffic control signals, including a one time maintenance
fee, is $100,000.
Recommendations:
It is recommended that:
(1) traffic control signals be installed on Steeles Avenue West at Murray Ross Parkway using funds deposited by the
developer for this purpose; and
(2) the appropriate by-law(s) be amended accordingly.
Background:
A condition of approval for the development of the Seneca College facilities and the Sportplex (Beatrice Ice Gardens)
within the York University campus, was the provision of funding for the installation of traffic control signals on Steeles
Avenue West at Murray Ross Parkway. The Finance Department is holding the letters of credit from the developer,
totalling $100,000.00 for this purpose and the letters are only valid for a limited period.
Comments:
Steeles Avenue West is a six-lane, east-west arterial roadway incorporating exclusive east/west left-turn lanes. Murray
Ross Parkway is a four-lane, divided collector roadway that intersects Steeles Avenue West on its south side. The principal
land uses in the vicinity are commercial, industrial, educational and recreation. Murray Ross Parkway terminates at Steeles
Avenue West.
The adjacent traffic control signals on Steeles Avenue West are located 395 metres to the west at Jane Street and 1100
metres to the east at Founders Road.
The technical warrants are within seven per cent of the combined delay and volume requirement for the installation of
traffic control signals. Based on our estimates of the future demands generated by nearby new development, the warrants
will be satisfied within the next 12 months. In addition, the proposed signals will provide a protected crossing opportunity
for pedestrians, particularly those using the stops which service the Steeles Avenue bus route.
Conclusions:
The installation of traffic control signals will enhance motorist and pedestrian safety in this area.
