Subject:LCBO Funding for Glass Recycling
Purpose:
The purpose of this report is to advise the Committee of the Liquor Control Board of
Ontario's (LCBO's) funding commitment of $953,111 to offset Toronto's 1998 glass
recycling costs.
Recommendation:
That this report be received for information.
Background:
At its meeting on February 2, 3 and 4, 1999, Toronto Council adopted, as amended, Clause
No. 2 of Report No. 1 of the Works and Utilities Committee entitled "Liquor and Wine
Container Deposit/Return By-Law", which recommended (in part):
- that the Minister of Environment be requested to provide the City of Toronto with the $1.0
million in 1998, and the $1.0 million in 1999 previously offered, in order to assist the City
in its disposal of the continued flow of LCBO bottles in the Blue Box.
- that the Commissioner of Works and Emergency Services be authorized to review the
eligibility criteria and funding commitment related to the Ministry of Environment's Blue
Box funding plan and report back to the Works and Utilities Committee.
Discussion:
The City Clerk is in receipt of a letter dated February 12, 1999, from the Chair and CEO of the
LCBO stating that under the funding formula that has been established, the City of Toronto is
entitled to $953,111.00 of the $4.0 million available from LCBO to offset 1998 municipal
glass recycling costs (letter attached). In order to be eligible for funding, a certification form
had to be submitted by March 5, 1999, stating that the City's glass recycling data was accurate
and that the City's recycling program complies with Ontario Regulation 101/94 (the municipal
recycling regulation). Following confirmation from the Solid Waste Management Services
Division that the two conditions of the certification form have been met, the form was
submitted to the LCBO on March 5, 1999. While the LCBO funding for 1998 is slightly less
than $1.0 million requested by the City, it is a substantial contribution that sets the standard
for other industry sectors to follow.
Conclusion:
The City Clerk has submitted the necessary form to the LCBO advising that the City complies
with the conditions for eligibility to receive $953,111.00 in Blue Box funding from the LCBO
for 1998.
