POLL RESULTS - PROPOSAL TO IMPLEMENT ON-STREET

PERMIT PARKING ON SYKES AVENUE BETWEEN

WESTON ROAD AND DENISON AVENUE

Purpose:

To show results of a poll conducted of residents on Sykes Avenue, between Weston Road and Denison Avenue regarding a proposal to implement on-street permit parking on Sykes Avenue.

Recommendations:

For consideration and direction of York Community Council.

Council Reference/Background/History:

Clause No. 7 (h) embodied in Report No. 15 of York Community Council.

York Community Council, at its meeting held on December 9, 1998, directed that the City Clerk conduct a poll of residents on Sykes Avenue, between Weston Road and Denison Avenue, to determine interest in the implementation of on-street permit parking.

The following is a breakdown of the poll results, based on the number of replies returned.

Conclusions:

As noted above, the majority of residents, based on the responses received, are not in favour of the proposal to implement on-street permit parking on Sykes Avenue.

Poll Results: Proposal for Implementation of On-street Permit Parking on Sykes Avenue

Comments from Residents:

In Favour:

(a)Good way for residents who live on the street to have control over who parks here. There are too many times that other vehicles are left on the street for days at a time and they are not ticketed. Must be enforced or it won't work. Whatever the other residents reply, we want you to know that this must be implement on Sykes Avenue, especially when patrons of RockyPoint Restaurant and building use our street to park at all hours of the night.

(b)Would assist police in ticket screening vehicles parked on the street when patronizing booze can on Weston Road.

Not in Favour:

(a)We do not agree that an avenue such as Sykes Avenue should become a parking lot.

(b)Street sweepers or snow plows would not be able to clean the street. Most cars parked now do not belong to residents on the street. We would not have visitors because nowhere to park. After 6:00 p.m. and Saturday people visiting residents should be able to park for three hours.

(c)This inconvenience to out-of-town guests is unacceptable. Many people enjoy entertaining at their homes without fear of running up parking tickets. This is an irresponsible idea.

(d)Several years ago, we went through this same exercise. The majority of residents then were against permit parking. Why are we going through the exercise again? The majority of houses have their own off-street parking facilities so they would not need permits. That means most of the permits would be allocated to people who don't live on Sykes Avenue. I can't think of any reason why the residents/taxpayers of Sykes Avenue would want that, so vote me as a definite "no".

(e)With the Clouston Avenue school opening in September '99, traffic on Sykes Avenue will increase as it connects to Denison Avenue West. With increased traffic and permit parking, it will result in unsafe conditions.

(f)The plowing on Sykes Avenue is usually not done until one or two days after a snowfall. Allowing parking on the street will make it even more difficult to drive on the street. One car has been parked and not moved since before Christmas.

(g)From a selfish point of view, it is of no benefit to my family and, more importantly, I worry about the safety of children in our neighbourhood if the street is lined with parked cars, especially because we have only one sidewalk along our street and many cars shortcut on

Sykes to miss the light on Denison do it very hastily, I might add. Therefore, I believe it may alleviate one problem, but escalate many others. As a resident on this street for twenty-one years, I find it difficult to see our street residents in favour of this, except, perhaps, for the boarding house residents at the top of the street - boarding houses which, I also have been lead to believe, are illegal to our area. I am the taxpayer, not the borders; hence forget permit parking on Sykes.

(h)We prefer parking possibilities for everyone. There are two (2) houses only without driveways. Leave things as they are. Thank you.

406.Request for Permit Parking on Sykes Avenue,

Ward 27, York Humber

The York Community Council had before it a report (November 30, 1998) from the Director, Transportation Services, District 1, advising that field surveys revealed that there is a total of 21 curbside parking spaces available on the south and west sides of Sykes Avenue, between Weston Road and Denison Avenue; and recommending that the City Clerk undertake a poll of the residents on Sykes Avenue at the above location, to determine interest in introducing on-street permit parking.

On motion by Councillor Nunziata, the Community Council approved the recommendation in the foregoing report.
