FREQUENCY OF GRASS CUTTING, MAINTENANCE AND LANDSCAPING FOR FLOWER BEDS

Wards 27 - York Humber & Ward 28 - York Eglinton

Commissioner Economic Development, Culture and Tourism

(June 4, 1999)

Purpose:

At the May 5, 1999 York Community Council meeting, the Director of Parks & Recreation, West District was requested to

(a)provide a more detailed report with respect to grass cutting, maintenance and scheduling; and

(b)give consideration to locations other than York Civic Centre regarding improvements to the level of landscaping for flower beds located in the community.

Funding Sources, Financial Implications and Impact Status:

It is recommend that:

Comments:

(a)Grass Cutting, Maintenance and Scheduling

At the last meeting of Community Council, Councillors received a report outlining the process of harmonizing park services to include grass cutting and planting of flower beds throughout the City of Toronto.

In addition, it was noted that the Works & Operations Services Department staff are required to continue to maintain laneways as in past practice.

Staff from the Parks Division are sent out in three crews to work north of Eglinton Avenue West and south of Eglinton Avenue West in Ward 27, and east of Caledonia Road in Ward 28.

Staff are currently working at a 10-day cutting cycle that allows them to work from park to park throughout their area using a consistent rotation that relates to the schedule of locations which is attached to this report.

In addition, there is a cutting crew that is responsible for boulevards within Wards 27 & 28 which allows for a two week cutting cycle on high profile areas such as major streets and corners and a four- week cutting schedule in other areas. The Parks Division is also responsible for cutting police stations on the same rotation as community parks.

 It should also be noted that the schedule is adjusted as it relates to unforeseen circumstances such as breakdowns of equipment, heavy rains or staff absenteeism.

 Please find attached the cutting schedule of community parks and boulevards throughout Wards 27 and 28 by the three cutting crews assigned from the Rockcliffe Yard.

(b)Parks Garden Planting Area

 Councillors have asked staff to consider reducing the level of service for planting flower beds at the York Civic Centre and consider other areas for planting throughout Wards 27 and 28.

 Staff in the Horticultural/Maintenance sections of the Parks Division have begun to plant the flower beds at the York Civic Centre. Annuals have been grown by City staff, however at the end of the season (Fall '99) staff will remove the annuals and plant certain gardens at the York Civic Centre with perennials. Therefore, the number of flower beds planted each year will be reduced.

In addition, the following new locations have been identified and will be planted for the summer of 1999. They include:

Eglinton and Bathurst   102 planter boxes
Silverthorn Avenue   Flower beds
Lessard Park   2 additional beds,

1 ornamental grasses by playground,

perennials by the park entrance

Gaffney Park   Ornamental grasses
Bert Robinson   Perennials
Ralph Street   Shrubs and annual beds
Lambton   Shrub, annuals and perennials
Cy Townsend Park   Small annual bed

Parks Maintenance and Horticultural staff areinvolved with additional projects such as the gates on Industry Drive, and continued maintenance and replacement of flower and shrubs at various parks throughout Wards 27 and 28.
