REQUEST FOR A PEDESTRIAN CROSSOVER ON TRETHEWEY DRIVE

To evaluate the need for a pedestrian crossover on Trethewey Drive at Clearview Heights (north leg).

Background:
York Council, in considering a request from a local resident, requested a staff report on the feasibility of installing a
pedestrian crossover on Trethewey Drive at Clearview Heights (north leg) (Clause No.157.15 of Report No. 15 of the
Works and Parks Committee, August 28, 1995).
Comments:
Clearview Heights is a two-lane, local roadway operating two-way in a north/south direction. It forms the north leg of a
"T"-type intersection with Trethewey Drive and is controlled by a stop sign. Trethewey Drive is classified as an arterial
roadway between Jane Street and Yore Road, providing two-lane, two-way vehicular traffic flow in an east/west direction.
When considering the feasibility of installing a pedestrian crossover at a particular location, established warrant criteria
must be fulfilled by one hundred percent. This criteria takes into account the volume of traffic, the pedestrian crossing
demand and the delays experienced by pedestrians. Also, a variety of elements must be considered in choosing the location
for a pedestrian crossover. These elements include such conditions as vehicle operating speed, visibility problems due to
horizontal or vertical roadway alignment, distance from adjacent traffic control devices and location of loading zones or
areas for stopping or parking.
There is concern with the requested location due to the alignment of Trethewey Drive at Clearview Heights. The horizontal
curvature would result in limited visibility between pedestrians and approaching motorists.
Also, during our eight-hour survey, only 2 pedestrians were observed crossing Tretheway Drive at this location and neither
pedestrian experienced a significant delay. In order to meet the technical requirements for the installation of a pedestrian
crossover, the minimum volume of pedestrians required is 200 in an eight-hour period with 130 experiencing a delay of
greater than ten seconds when crossing Trethewey Drive.
A review of the Toronto Police Service collision records for the five-year period ending December 31, 1997, did not reveal
any collisions involving pedestrians.
Conclusions:
Due to extremely low pedestrian volumes, no pedestrian delays, and concerns with the curvature of the roadway, a
pedestrian crossover is not warranted at the intersection of Trethewey Drive and Clearview Heights and is therefore not
recommended.
