PARKING PROHIBITION ON AVALON AVENUE

Ward 27, York Humber

Director, Transportation Services, District 1

(June 14, 1999)

Purpose:

To respond to a request from York Community Council for a report on the introduction of a "No Stopping" regulation, 8:00 a.m. to 6:00 p.m., Monday to Friday, on the west side of Avalon Avenue.

Funding Sources:

The funds associated with the implementation of a "No Stopping" regulation, estimated at $200.00, are contained in the Transportation Services Division 1999 Current Budget.

Recommendation:

That subject to a poll revealing the majority of residents are in favour, York Uniform Traffic By-laws 196-84 and 2958-94 be amended to implement a "No Stopping" regulation, 8:00 a.m. to 6:00 p.m., Monday to Friday, on the west side of Avalon Avenue.

Background:

York Community Council, at its meeting of May 26, 1999, received a reply to a request from Councillor Frances Nunziata for a report on the feasibility of introducing a "No Stopping" regulation, 8:00 a.m. to 6:00 p.m., Monday to Friday, on the west side of Avalon (Clause No. 8(o) of Report No. 6).

Comments:

Avalon Avenue traverses in a north/south direction, between Bexley Crescent and its northerly terminus/entrance to Roselands Junior Public School, providing two-way vehicular traffic flow. Currently on-street parking is allowed at all times on the west side of Avalon Avenue, for a maximum period of three (3) hours. Parking is prohibited at all times on the east side of Avalon Avenue.

Conclusions:

The introduction of a "No Stopping" regulation, 8:00 a.m. to 6:00 p.m., Monday to Friday is feasible on the west side of Avalon Avenue. The regulation would address safety concerns during the winter months but would impact the availability of occasional parking for residents and visitors to the street. Approval would be subject to a poll revealing the majority of residents support the daytime on-street parking regulation.
