POLL RESULTS: PROPOSAL TO IMPLEMENT ON-STREET PERMIT

PARKING ON THE EAST SIDE OF OUTLOOK GARDEN BOULEVARD

Purpose:

To show results of a poll conducted of residents on Outlook Garden Boulevard, regarding a proposal to implement on-street permit parking on the east side.

Funding Sources, Financial Implications and Impact Statement:

None.

Recommendation:

For consideration and direction of York Community Council.

Council Reference/Background/History:

Clause No. 15(q) embodied in Report No. 7 of York Community Council.

York Community Council, at its meeting held on June 22, 1999 directed that the City Clerk conduct a poll of residents on Outlook Garden Boulevard to determine majority interest in the implementation of on-street permit parking on the east side of Outlook Garden Boulevard.

Comments and/or Discussion and/or Justification:

The following is a breakdown of the poll results, based on the number of replies returned:

No. of Replies IN FAVOUR:`2 or 25%

No. of Replies NOT IN FAVOUR:6 or 75%

The following is an overall breakdown of responses, according to resident owners, non-resident owners and tenants:

Conclusions:

As noted above, the majority of residents, based on the responses received, are not in favour of the proposal to implement on-street permit parking on the east side of Outlook Garden Boulevard.

Proposal for Implementation of On-Street Permit Parking on the East Side of Outlook Garden Boulevard

Comments from Residents:

In Favour:

(a)Parking should be allowed only on the east side.

(b)We want permit parking on street.

Not In Favour:

(a)We would have been in favour if it was strictly open to Outlook Garden residents. As it is now, we have a problem with people parking on our street from the seniors' apartment building at the corner of Jane and Outlook Garden.

We would not like it if these people bought permits and were officially allowed to park on our street. They sometimes leave their cars for two or three months and never move it. In the winter, it creates problems with snow. Our street is an undersized one and has no sidewalks; no room for snowed-in, abandoned cars with permits.

(b)I was surprised to hear that I would be given an opportunity for one space and then remaining spaces go up for grabs to anyone in the City. No, this is not acceptable to us. Parking here is currently a problem due to the apartment building down the street. It may end up being cheaper for them to buy parking permits on our street, rather than their parking lot. I would approve o permit parking strictly for the use of residents of Outlook Garden Boulevard and no anyone else. Our roadway is an undersized one. We have no sidewalks. Pedestrian safety is an issue, especially in winter. We do not wish our parking to become available to 'anyone in the City', as per your letter. People park here, leave garbage behind, disrespect the residents and neighbourhood and walk away with no responsibility, leaving residents with the mess.

(c)I do not like the idea of opening up the parking to just anyone, especially since we are a one-sided parking street and parking is limited as it is. Also, there is a seniors' apartment building up the street and I am sure it will be cheaper for them to park on the street than in their own building's lot.

(d)The street is too narrow for permit parking. In the winter, with snow blocking part of the street, it is too difficult to back out of our driveways.

(e)Please be advised that I do not wish any individual parking on Outlook Garden Boulevard who does not own a property on Outlook Garden Boulevard.
