Subject: Request for Two-Hour Parking Regulation on Peveril Hill North

Ward 28, York Eglinton

Purpose:

To respond to a request from York Community Council for a report on the introduction of a two-hour parking regulation, 9:00 a.m. to 5:00 p.m., on Peveril Hill North.

Financial Implications and Impact Statement:

The funds associated with the implementation of a two-hour parking regulation, estimated at $600.00, are contained in the Transportation Services Division 1999 Current Estimates.

Recommendations:

Subject to a poll revealing the majority of residents are in favour, it is recommended that Uniform Traffic By-laws 196-84 and 2958-94 be amended to rescind the existing No Parking 9:00 a.m. to 5:00 p.m. regulation and implement a two-hour parking regulation, 9:00 a.m. to 5:00 p.m., on the east side of Peveril Hill North from a point 61 metres south of Eglinton Avenue West to Dewbourne Avenue.

Background:

York Community Council, at its meeting of April 28, 1999, considered a request from Councillor Joe Mihevc for a report on the feasibility of introducing a two-hour parking regulation, 9:00 a.m. to 5:00 p.m., on the east side of Peveril Hill North (Clause No. 12(h) of Report No. 5).

Comments:

Peveril Hill North operates two-way in a north/south direction, between Eglinton Avenue West and Dewbourne Avenue.

Existing parking regulations on the west side of Peveril Hill North are as follows:

a) between Eglinton Avenue West and the municipal lane parking meters operate, for a maximum period of two hours, from 8:00 a.m. to 6:00 p.m., Monday to Saturday, and parking is allowed for a maximum period of three hours at all other times; and

b) between the Municipal lane and Dewbourne Avenue parking is prohibited at all times.

Existing parking regulations on the east side of Peveril Hill North are as follows:

a) between Eglinton Avenue West and the Municipal lane parking is prohibited at all times; and

b) between the Municipal lane and Dewbourne Avenue, parking is prohibited from 9:00 a.m. to 5:00 p.m., Monday to Friday, and parking is allowed for a maximum period of three hours at all other times.

Peveril Hill North is approximately 7.5 metres wide, and can only accommodate parking on one side with two-way traffic. Since parking is provided on the west side between Eglinton Avenue West and the municipal lane, parking cannot be accommodated on the east side on this section. However, parking is prohibited on the west side between the municipal lane and Dewbourne Avenue. Therefore, it is possible to rescind the existing parking prohibition on the west side of this section and replace it with a two-hour parking regulation between 9:00 a.m. and 5:00 p.m.

Conclusions:

The introduction of a two-hour parking regulation, between the hours 9:00 a.m. and 5:00 p.m., Monday to Friday, would provide occasional parking for both the residents and their visitors on the street during the day. The specified two hour duration would also discourage long term parking. Approval would be subject to a poll revealing the majority of residents support the daytime on-street parking regulation.
