Adult Entertainment Parlours
The North York Community Council reports having:
(1)received the confidential report (February 18, 1999) from the City Solicitor,
respecting the matter of Adult Entertainment Parlours, which was forwarded to
Members of Council under confidential cover;
(2)recommended that the Commissioner of Urban Planning and Development Services
be directed to review the existing zoning provisions of the former municipalities that
regulate adult oriented use with a view to harmonizing the provisions and to report
within six months to the Urban Environment and Development Committee on
implementing them by appropriate zoning provisions and/or licensing provisions under
Section 225 of the Municipal Act; and
(3)recommended that the City Solicitor be authorized to take all necessary steps to
resolve the outstanding court applications and Ontario Municipal Board Appeals in
furtherance of the recommendations in this report as soon as the substitute provisions
are in place.
The North York Community Council also reports, for the information of Council, having
requested the Commissioner of Urban Planning and Development Services to provide a
further report within six months to the Urban Environment and Development Committee on
legal and illegal massage parlours opening in the City of Toronto.
Councillor Moscoe, North York Spadina, advised that he has been seized as a panel member
in an ongoing Toronto Licensing Tribunal hearing with respect to a case involving an adult
entertainment parlour. He withdrew from the meeting without participating in the
deliberations.
