Appointment to the Newly-Amalgamated Scarborough Hospital,

Board of Directors

(One appointment to be made from the Scarborough region)

The Striking Committee:

(1)recommends that the following Member of Council be appointed to the newly-amalgamated Scarborough Hospital, Board of Directors:

B. Duguid, Scarborough City Centre

for a term of office commencing when such Board takes effect and expiring on November 30, 2000, and until his successor is appointed; and

(2)notes that the following appointments will cease once the newly-amalgamated Scarborough Hospital comes into effect, which appointments were approved by City Council on May 11 and 12, 1999, by its adoption of Clause No. 1 contained in Report No. 6 of the Striking Committee:

(i)Salvation Army Grace Hospital, Board of Management (Scarborough):

Kelly N.

Mahood, D.

(ii)Scarborough General Hospital, Board of Governors:

Duguid, B.

The Striking Committee reports, for the information of Council, having been advised that Members of Council were canvassed on June 23, 1999, to determine their interest in being appointed to the Board of Directors of the newly-amalgamated Scarborough Hospital; and that Councillor B. Duguid indicated his interest in this appointment.

The Striking Committee submits the following communication (June 14, 1999) from Mr.Ronald Bodrug, President and Chief Executive Officer, Scarborough General Hospital:

Re: Council Representation for the Newly-Amalgamated Scarborough Hospital

The Salvation Army Scarborough Grace and Scarborough General Hospitals are amalgamating with the likely date being July 31, 1999.

We are supportive of Brad Duguid being the Council representative for the Scarborough Hospital.

I would appreciate it if you could make the necessary arrangements to confirm Brad Duguid's appointment.

The Striking Committee also submits the following communication (June 23, 1999) from Ms.Judy Sweetapple, Executive Assistant to the President, The Salvation Army Scarborough Grace Hospital:

Thank you for your letter of May 21 advising that:

The City of Toronto at its meeting on May 11 and 12, 1999, appointed Councillors N. Kelly and D. Mahood to the Board of Management, The Salvation Army Scarborough Grace Hospital, for a term of office commencing the effective date of the City's new governance structure, June 14, 1999, and expiring November 30, 2000 and until their successors are appointed.

As confirmed with you by telephone, Scarborough Grace Hospital is currently undergoing a merger process with Scarborough General Hospital. Legal counsel has advised that July 30,1999 is the anticipated date for the merger.

Your letter was shared with the Transition Team for the new Hospital (to be known officially as "The Scarborough Hospital") at a meeting of the Transition Team held on June 16, 1999. It was noted that the current By-laws for Scarborough Grace provide for two members from City Council to be appointed to the Board of Directors, while Scarborough General has one City Councillor appointed to its Board. The By-laws for the merged hospital "The Scarborough Hospital" require only one appointment from one City Council:

By-law 4.1(c):

"A member of the Toronto City Council from the Scarborough Region appointed by the Toronto City Council, as an "ex-officio" member of the Board.

At its meeting on June 6, 1999, the Transition Team recommended that Councillor Brad Duguid (the current City Council appointee at Scarborough General) be appointed to the new Board of Directors at The Scarborough Hospital. The Transition Team requested that City Council consider this recommendation in making its decision and official appointment.

Since the names of all Board members are to be included in the Letters Patent which must be filed shortly, we look forward to your early consideration of this request.
