Appointments to Children's Aid Societies
(City Council at its meeting on June 9, 10 and 11, 1999, deferred consideration of this Clause, to the next regular meeting
of City Council to be held on July 6, 1999.)

(Clause 2 of Report No. 8 of the Striking Committee)
The Striking Committee recommends that:
(1)inasmuch as Ontario Regulation 199/99 eliminates the requirement that municipal representatives be
appointed to the boards of directors of Children's Aid Societies, City Council refrain from appointing Members of
Council to replace the Councillors who were previously appointed to such boards;
(2)upon the enactment of any necessary amendments to the governing by-laws of the said boards of directors of
the Children's Aid Societies, City Council rescind the appointments of the following Members of Council who were
appointed to such boards:
(i)Catholic Children's Aid Society of Metropolitan Toronto, Board of Directors:
Councillor J. Mihevc
Councillor B. Saundercook
(ii)Children's Aid Society of Metropolitan Toronto, Board of Directors:
Councillor G. Chong
Councillor O. Chow
Councillor P. McConnell
Councillor M. Prue
(3)the foregoing Members of Council be requested to advise the respective Children's Aid Societies whether they
are interested in remaining as volunteer Directors on the board, and that such Children's Aid Societies be requested
to give favourable consideration to any such interest; and
(4)inasmuch as the aforementioned Regulation 199/99 came into force on April 1, 1999, the Board of Directors of
the Catholic Children's Aid Society be requested to permit the following Members of Council who were appointed
by City Council on February2, 3 and 4, 1999, to the said Board of Directors for a term of office expiring on
November30, 2000, to remain in office, if they so wish, until the expiry of their term:
Councillor G. Mammoliti
Councillor D. Minnan-Wong
and that such Councillors be requested to advise the Catholic Children's Aid Society if they are interested in
remaining on the Board.
The Striking Committee submits the communication (May 25, 1999) from the City Clerk:
City Council, at its meeting held on May 11 and 12, 1999, during consideration of Clause No.1 of Report No. 6 of the
Striking Committee, entitled "Appointment of Members of Council to Standing and Other Committees of Council, Various
Boards and Special Purpose Bodies", referred back the following proposed appointments to the Striking Committee for
further consideration, together with the report dated May10,1999, from the City Solicitor:
(i)Catholic Children's Aid Society of Metropolitan Toronto, Board of Directors:
Councillor R. Cho;
Councillor J. Mihevc; and
(ii)Children's Aid Society of Metropolitan Toronto, Board of Directors:
Councillor O. Chow;
Councillor P. McConnell;
Councillor M. Prue; and
Councillor B. Sinclair.

Purpose:
To advise Council that there is no longer a legal requirement for municipal representation on the board of directors of
Children's Aid Societies.
Funding Sources, Financial Implications and Impact Statement:
Not applicable.
Recommendation:
It is recommended that this report be received for information.
Council Reference/Background/History:
Council at its meeting held on February 2, 3 and 4, 1999, appointed Councillors Minnan-Wong and Mammoliti
respectively to the board of directors of the Catholic Children's Aid Society for a term of office expiring on November 30,
2000, and/or until their successors are appointed. The Striking Committee at its meeting held on May 5, 1999,
recommended the appointment of Councillors Cho and Mihevc to the board of directors of the Catholic Children's Aid
Society for a term of office expiring November 30, 2000, and until their successors are appointed. It also recommended the
appointment of Councillors Chow, McConnell, Prue and Sinclair to the board of directors of the Children's Aid Society of
Metropolitan Toronto for a term of office expiring November 30, 2000, and until their successors are appointed.
Comments and/or Discussion and/or Justification:
On April 1, 1999, Regulation 70, RRO 1990 made under the Child and Family Services Act was amended by O. Reg.
199/99. The amendment eliminates the requirement that municipal representatives be appointed to the board of directors of
Children's Aid Societies (CAS).
As Councillors Minnan-Wong and Mammoliti were appointed by Council to sit on the Catholic CAS board prior to the
amendment of the regulation, it is my view that they may continue to do so, if they so wish, until the expiry of the term of
their appointment.
Conclusion:
It is no longer necessary for Council to make appointments to the boards of directors of Children's Aid Societies.

The Striking Committee also submits the following communication (June 8, 1999) from Mr.Bruce Rivers, Executive
Director, Children's Aid Society of Toronto:
I am in receipt of your correspondence dated May 25, 1999 regarding the Striking Committee and the status of Board
appointments to the Children's Aid Society of Toronto. In view of the fact that the Regulation 70 which affects municipal
representation on Children's Aid Societies (CAS) Boards of Directors was adopted by the Province of Ontario effective
April 1, 1999, participation of councillors as members of our Board of Directors is no longer a requirement.
Through the Nominating Committee of our Board of Directors, each of the previously appointed councillors have been
contacted to explore their interest in continuing to participate as members at large with our organization. If they choose to
do so, this arrangement will be separate and apart from any consideration that would come before your Striking
Committee. Their participation in this regard would be purely voluntary, and would carry no relationship to our current
funding arrangements which have now been designated as a Provincial responsibility.
