Appointment of Citizen Members to the

Board of Governors, Exhibition Place;

Board of Directors, Toronto Atmospheric Fund; and the

Canadian National Exhibition Association - Municipal Section

The Nominating Committee recommends that:

(1)the following persons be appointed to the Board of Governors, Exhibition Place for a term of office expiring November 30, 2000, and/or until their successors are appointed:

-Fernando Do Rio

-Carole Kerbel

-Sam Sniderman

-Sean P. Webster

and that in the event of a vacancy occurring during the current term, Joe MacDonald be appointed to the Board of Governors, Exhibition Place to complete the term of office of that member;

(2)the following persons be appointed to the Board of Directors, Toronto Atmospheric Fund for a term of office expiring November 30, 2000 and/or until their successors are appointed:

-David Alexander

-Marion Fraser

-Burkhard Mausberg

-May Wong

and that in the event of a vacancy occurring during the current term, L. Deborah Sword be appointed to the Board of Directors, Toronto Atmospheric Fund to complete the term of office of that member;

(3)the following persons be appointed to the Canadian National Exhibition Association, Municipal Section for a term of office commencing immediately prior to the Annual Meeting of the Association scheduled to be held on October 14, 1999, and expiring immediately prior to the date of the Annual Meeting of the Association in the fall of 2000, and/or until their successors are appointed:

-Kathleen C. Bazkur

-Gail Darragh

-Linda Ekdahl

-Larissa A. Fenn

-William (John) Noel Gregg

(4)the Board of Directors of the Canadian National Exhibition Association be requested to consider recommending that the appropriate provincial legislation be amended to extend the term of office of future citizen appointees to the Canadian National Exhibition Association, Municipal Section to a term corresponding to the three year term of Council; and

(5)the Staff Review Team responsible for conducting an administrative review of all applications received for citizen appointments to agencies, boards and commissions selected through the Nominating Committee, be instructed to forward all applications to the Nominating Committee indicating which applications met the conditions of the Nominating Policy and the Council-approved selection criteria, and which applications did not.

The Nominating Committee submits the following report (August 24, 1999) from the City Clerk:

Purpose:

The purpose of this report is to provide information to assist the Nominating Committee in its review of applications received from interested and qualified members of the public seeking appointment to the Board of Governors, Exhibition Place; the Board of Directors of the Toronto Atmospheric Fund; and appointments to the Canadian National Exhibition Association - Municipal Section.

Funding Sources, Financial Implications and Impact Statement:

None.

Recommendation:

It is recommended that the Nominating Committee review the applications received for appointment to the following bodies:

1. Board of Governors, Exhibition Place;

2. Board of Directors of the Toronto Atmospheric Fund; and

3. Canadian National Exhibition Association - Municipal Section.

Council Reference/Background/History:

In accordance with the Nominating Committee Policy adopted by City Council on April 13, 14 and 15, 1999, with respect to citizen appointments to Boards and Commissions, an advertisement was placed in the Toronto Sun, Toronto Star and the Globe and Mail on Wednesday, June 30, 1999. The ad was also placed in several major newspapers serving racial, ethno-cultural and linguistic communities of Toronto, posted on the City's website, sent to various community and ethnic newspapers and was posted in libraries and various City facilities open to the public. Members of Council were also provided with a copy of the advertisement together with information circulars in respect of the advertised positions.

As provided in the Nominating Committee Policy adopted by Council, applicants were required to attend an orientation seminar with respect to the Board of Governors of Exhibition Place and the Board of Directors of the Toronto Atmospheric Fund.

The Nominating Committee Policy also established a Staff Review Team comprised of representatives from City Clerk's, Access and Equity, and the Chief Administrator's Office, together with other program staff as appropriate, with a mandate to undertake an administrative screening of applications based on the Council-approved minimum criteria. The Staff Review Team met on August 20, 1999 and attached are copies of applications which, after review, were deemed by the Staff Review Team to have met the minimum stated qualifications for appointment to the Board of Directors, Toronto Atmospheric Fund and the Board of Governors, Exhibition Place.

In the case of applications for appointment to the Canadian National Exhibition Association - Municipal Section, the Staff Review Team felt that the desirable qualifications for appointment contained in the selection criteria was too broad to be applied effectively, and only applied the minimum criteria as it relates to application deadline and eligibility requirements in the areas of residency, age restriction, employee status with the City of Toronto and membership on other City of Toronto Agencies, Boards and Commissions. All applications received, with the exception of a late application on the morning of August 18, 1999 (application deadline was August 13, 1999), are submitted to the Nominating Committee. However, to assist the Nominating Committee in its initial selection process, the Staff Review Team decided to create an "A" and "B" list, and included applicants on the "A" list whose applications demonstrated specific experience in the area of expertise in fields generally associated with the Exhibition.

Comments and/or Discussion and/or Justification:

Enclosed herewith, for the consideration of the Nominating Committee, are the following:

(a)a list of the present citizen appointments to be made to the Board of Governors, Exhibition Place; the Board of Directors of the Toronto Atmospheric Fund; and appointments to the Canadian National Exhibition Association - Municipal Section, indicating the number of appointments to be made, the term of office and the past service of each incumbent;

(b)a copy of the Selection Criteria in respect of the advertised positions, describing responsibilities, desirable qualifications, time commitments, etc.;

(c)an in-camera list of names of applicants and copies of applications received for appointment to the above-noted bodies which met the minimum qualifications for appointment following the review by the Staff Review Team; and

(d)Nominating Committee Policy which was adopted by City Council at its meeting on April 13, 14 and 15, 1999.
