The Scarborough Community Council met on Thursday, December 2, 1999, in the Meeting Hall, Scarborough Civic

13.1 Motion of Condolence - The Late Mr. Ross Cuthbert
The Scarborough Community Council observed a minute's silence at the commencment of its meeting in honour of the late
Mr. Ross Cuthbert, and unanimously adopted the following motion by Councillor Balkissoon:
"WHEREAS the Members of the Scarborough Community Council are deeply saddened to learn of the passing of our
friend and colleague, Mr. Ross Cuthbert, on Wednesday, November 24, 1999; and
WHEREAS Mr. Cuthbert commenced employment with the former Borough of Scarborough as an Assistant Budget
Officer in July, 1979; and
WHEREAS over the years Ross came to lead the Budget Team at Scarborough, filling the office of Director of
Management Services at the time of the amalgamation of the former City into the new City of Toronto; and
WHEREAS Scarborough Councillors appreciated Ross's unfailing commitment to the Budget process which ensured that
the former City met all its financial targets within Council's guidelines of "No Tax Increase" and "No Layoffs"; and
WHEREAS under the often stressful conditions of Budget deadlines, Ross demonstrated a unique ability to create a
positive and productive work environment, maintaining an atmosphere of good humour which encouraged staff and
Councillors alike, and for which he will be fondly remembered;
NOW THEREFORE BE IT RESOLVED THAT the City Clerk be directed to convey, on behalf of the Members of the
Scarborough Community Council, an expression of sincere sympathy to the Cuthbert family, especially his wife, Cathy,
and his daughters Brittany and Yardley."

Confirmation of Minutes
On a motion by Councillor Mahood, the Minutes of the meeting of the Scarborough Community Council held on
November 9, 1999, were confirmed.
13.2 To Stop Up and Close a Portion of the Public Highway
French Avenue - Scarborough Highland Creek
The Community Council pursuant to Clause No. 31 of Report No. 11 of the Corporate Services Committee, as adopted by
Council on July 29, 30 and 31, 1998, conducted a public hearing with respect to the proposed by-law to stop up and close a
portion of French Avenue and to authorize the sale thereof and published in the Globe and Mail newspaper on November
10, 17, 24 and December 1, 1999 notice of this public hearing. No one appeared to address the Community Council.
On a motion by Councillor Soknacki, the Scarborough Community Council recommended to City Council that, as the
requirements of the Municipal Act were fulfilled and no evidence was presented to the Community Council to persuade it
that the proposed by-law should not be enacted, the By-law to stop up and close a portion of French Avenue and to
authorize the sale thereof in the form of the draft by-law attached be enacted.

13.3 Capital Budget
The Community Council had before it:
(1) a communication (November 17, 1999) from the City Clerk, the Budget Advisory Committee, forwarding the
2000-2004 Capital Budget for consideration by the Community Council with the request that recommendations thereon be
returned to the Budget Advisory Committee prior to the commencement of its December 9, 1999 meeting; and
(2) supplementary information provided by the Chief Administrative Officer and the Chief Financial Officer.
Mr. Glenn Vollebregt, Director of Budget Services, made a presentation to Community Council regarding the 2000-2004
Corporate Capital Program and the 2000 recommended Capital Budget.
Economic Development
A. Councillor Ashton moved that Scarborough Community Council recommend to the Budget Advisory Committee that an
additional $70,000.00 gross project capital budget allocation be added to the Economic Development capital budget to
carry out the Scarborough Civic Centre project (construction and renovations for the proposed Enterprise Centre); and that
Finance staff, in consultation with Economic Development staff, report to the Budget Advisory Committee on the detailed
cost and rationalization of this request.

B. Councillor Berardinetti moved that Scarborough Community Council support the efforts put forth by the Business
Improvement Areas in improving the streetscape of Toronto's commercial streets by recommending the total request of
$1,857,000.00 in the Economic Development Budget as the B.I.A.'s are committed to raising half of the funds, i.e,
$928,500.00.

Urban Planning and Development Services
A. Councillor Ashton moved that Scarborough Community Council strongly support the provision of capital budget
monies for the Kingston Road streetscape improvements, and further, that the Chief Administrative Officer and the Chief
Financial Officer, in their report on the administration of the streetscape projects, be requested to include the issue of
ongoing maintenance and public/private partnerships to secure the maintenance.

B. Councillor Altobello moved that Scarborough Community Council request the Acting Commissioner of Urban Planning
and Development Services to report to the appropriate Committee on the feasibility of including Danforth Avenue,
between Victoria Park Avenue and Danforth Road, as part of the Main Street Improvement Program.

C. Councillor Balkissoon moved that Scarborough Community Council recommend that, in future, Urban Planning and
Development Services be requested to consult with the local Ward Councillors prior to submitting main street
improvement projects in the budget.

Parks and Recreation
A. Councillor Tzekas moved that Scarborough Community Council recommend to the Budget Advisory Committee that
the total project cost for the Maryvale/Wexford Community Centre be increased by $140,000.00 for a fitness facility, with
a cash flow in the fiscal year 2001.

B. Councillor Shaw moved that Scarborough Community Council:
(i) concur in the recommendations of the Chief Administrative Officer embodied in his report dated November 9, 1999,
viz: "that the Commissioner of Economic Development, Culture and Tourism be requested to consider the proposed York,
Western North York, Parkdale and South Etobicoke Recreation Centres in the Long Term Plan for Parks and Recreation
Facilities - All Wards, and that the Plan also encompass the proposed expansion of existing Parks and Recreation
Facilities"; subject to the Scarborough area being included in such Plan;
(ii) recommend that the Commissioner of Economic Development, Culture and Tourism be requested to report to the
Economic Development and Parks Committee on the feasibility of improving community basketball facilities in the
north-west area of Scarborough;
(iii) concur in the recommendations of the Economic Development and Parks Committee respecting:
- the Kidstown project;
- the basketball facilities in M.T.H.A. buildings, and specifically, the Glendower Circuit location.

Transportation Services
A. Councillor Kelly moved that Scarborough Community Council recommend to the Budget Advisory Committee that the
Local Road Resurfacing Program (TR760) be amended as it applies to Ward 14 to include Gloxinia Crescent.

B. Councillor Berardinetti moved that consideration be given to paving Brenda Crescent in the year 2000, subject to
funding being made available in the appropriate Works and Emergency Services Department Budget.

C. Councillor Duguid moved that Councillor Berardinetti's motion be amended to include Farmbrook Road and
Sedgemount Drive (Ward 15).

D. Councillor Moeser moved that Scarborough Community Council recommend that the Director of Transportation, East
District, be requested to review Port Union Road with a view to including the expansion of Port Union from three lanes to
four lanes in the Five Year Capital Plan.

13.4 Harmonization of the Sign By-laws
The Community Council received a verbal briefing by Mr. Harold Bratten, Acting Executive Director, Municipal Licensing
and Standards, respecting the status of the harmonization of the sign by-laws of the former municipalities.

Ms. Eva H. Gnissios, Vice President/Administration, Coffee Time Donuts Incorporated, appeared before the Community
Council in connection with the foregoing matter.

13.5 Proposed Amendments to Traffic By-law No. 23503

The Community Council had before it a report (September 17, 1999) from the Director of Transportation Services, District
4, recommending that:
(1) the parking regulations identified in Appendix 1 of this report be rescinded;
(2) the parking regulations identified in Appendix 2 of this report be adopted;
(3) the stop signs identified in Appendix 3 of this report be adopted; and
(4) the appropriate by-laws be amended accordingly.
On a motion by Councillor Ashton, the Scarborough Community Council recommended to City Council the adoption of
the aforementioned report.

13.6 Speed Limit Reduction on Morningview Trial

The Community Council had before it a report (November 17, 1999) from the Director of Transportation Services, District
4, recommending that:
(1) the 40 kilometre per hour speed limit identified in Appendix 1 of this report be adopted; and
(2) the appropriate by-law be amended accordingly.
On a motion by Councillor Cho, the Scarborough Community Council recommended to City Council the adoption of the
aforementioned report.

13.7 Authorization to Issue Notice

The Community Council had before it a report (November 8, 1999) from the Director of Community Planning, East
District, recommending that Scarborough Community Council direct staff to issue notice of a Public Meeting to be held at
the January 18, 2000, meeting of Community Council, with notice to be provided to all owners within 120 metres (400
feet) of the property and to the Blantyre Community Association.
On a motion by Councillor Altobello, the Scarborough Community Council approved the aforementioned report, subject to
directing staff to invite all persons who have attended previous public meetings on this issue to attend the Public Meeting
on January 18, 2000.

The Community Council also received two communications from Mr. Bruce Gamble, President, 1248161 Ontario Limited,
in support of the foregoing recommendation, a copy of which was provided to all Members of the Community Council, and
a copy thereof is on file in the Office of the City Clerk, Scarborough Civic Centre.

13.8 Boulevard Alterations at No. 10 Howarth Avenue

The Community Council had before it a report (November 17, 1999) from the Director of Transportation Services, District
4, responding to the referral by Community Council of a communication from Councillor Norman Kelly respecting the
issue of beautification of the boulevard on Howarth Avenue at The Church of St. Jude (Wexford); advising that staff are of
the opinion that there is no safety issue involved at this location and boulevard improvements are not required, and
recommending that this report be received for information.
On a motion by Councillor Tzekas, the Scarborough Community Council received the aforementioned report.

13.9 Removal of a Holding (H) Symbol

The Community Council had before it a report (October 20, 1999) from the Director of Community Planning, East District,
recommending that City Council:
(1) amend the Dorset Park Community Zoning By-law No. 9508, as amended, to remove the Holding Provision (H) from
the existing Residential/Employment (RE) zoning of the property on the north side of Ellesmere Road, east of Birchmount
Road, to permit the development of 31 live/work units; and
(2) authorize such unsubstantive, stylistic or format changes to the Zoning By-law as may be necessary to give effect to this
resolution.
On a motion by Councillor Tzekas, the Scarborough Community Council recommended to City Council the adoption of
the aforementioned report subject to the Director of Community Planning, East District, being requested to report to the
Community Council meeting scheduled to be held on January 18, 2000, respecting the removal of the (H) symbol on the
commercially zoned component of the Mondeo lands.

District, recommending that staff process this application in the normal manner and that Community Council convene a
Public Meeting, targeted for the first quarter of the new year, subject to staff:
(1) convening a community information meeting in January 2000 to discuss the development proposal with all owners
within the triangle formed by Eglinton Avenue East, Markham Road and the CNR line; and
(2) providing Notice of the said Public Meeting to all property owners within 120 metres (400 feet) of the subject property
and the attendees at the community information meeting.
On a motion by Councillor Ashton, the Scarborough Community Council approved the aforementioned report.

District, recommending that Scarborough Community Council convene a Public Meeting to consider these applications,
targeted for the first quarter of 2000, subject to:
(1) staff hosting a community information meeting and inviting all assessed persons within 120 metres (400 feet) of the
subject site;
(2) the applicant submitting a landscape and tree preservation plan; and
(3) the applicant submitting a noise study recommending measures that mitigate noise impacts generated by the automatic
car wash facility and convenience store drive-thru facility onto abutting residential properties.
On a motion by Councillor Kelly, the Scarborough Community Council approved the aforementioned report.

District, recommending that Scarborough Community Council direct staff to:
(1) process the applications in the normal manner;
(2) require that the applicant submit a Site Plan Control Application and Traffic Impact Study in support of the application;
and
(3) target the Public Meeting at Community Council for the second quarter of 2000, subject to the conditions listed above.
On a motion by Councillor Duguid, the Scarborough Community Council approved the aforementioned report, subject to
deleting Recommendation No. (3) and inserting in lieu thereof, the following:
"(3) target the Public Meeting at Community Council for the first quarter of 2000, if possible, subject to the conditions
listed above."

subject property and the Highland Creek Community Association.
On a motion by Councillor Moeser, the Scarborough Community Council approved the aforementioned report.

13.14 Highland Creek Village Urban Design Criteria Study Work Plan
The Community Council had before it a report (November 8, 1999) from the Director of Community Planning, East
District, responding to City Council's direction of October 26 and 27, 1999, embodied in a motion by Councillor Moeser,
seconded by Councillor King, respecting a Site Plan Control application at 34 Morrish Road, which recommended that the
Commissioner of Urban Planning and Development Services be directed to undertake a planning study pertaining to the
area within the Highland Creek Community; that the development of urban design criteria be given a high priority and the
Acting Commissioner be directed to submit a workplan in regard thereto to the December meeting of the Scarborough
Community Council; advising Community Council of the proposed work plan, and recommending that this report be
received for information.
On a motion by Councillor Moeser, the Scarborough Community Council received the aforementioned report.

13.15 New Applications - All Scarborough Wards
The Community Council had before it a report (November 17, 1999) from the Driector of Community Planning, East
District, advising Community Council of the new applications received during the three-week period ending November 10,
1999; and recommending that this report be received for information.
On a motion by Councillor Mahood, the Scarborough Community Council received the aforementioned report.

13.16 Site Plan Control Approvals - All Scarborough Wards
The Community Council had before it a report (November 16, 1999) from the Director of Community Planning, East
District, advising Community Council of the Site Plan Control Approvals granted by the Director, and recommending that
this report be received for information.
On a motion by Councillor Altobello, the Scarborough Community Council received the aforementioned report.

13.17 Consent Applications - All Scarborough Wards
The Community Council had before it a report (November 16, 1999) from the Director of Community Planning, East
District, advising Community Council of the Consent Decisions granted by the Director, and recommending that this report
be received for information.
On a motion by Councillor Altobello, the Scarborough Community Council received the aforementioned report.

13.18 Ontario Municipal Board Hearings - All Scarborough Wards
The Community Council had before it a report (November 16, 1999) from the Director of Community Planning, East
District, advising Community Council of the status of current appeals to the Ontario Municipal Board, and recommending
that this report be received for information.
On a motion by Councillor Altobello, the Scarborough Community Council received the aforementioned report.

13.19 Sale of Surplus Scarborough Transportation Property

The Community Council had before it a report (November 16, 1999) from the Acting Commissioner of Corporate Services,
recommending that:
(1) the Acting Commissioner of Corporate Services or the Executive Director of Facilities and Real Estate be authorized to
accept the highest offer in the amount of $171,000.00, as detailed in the report;
(2) Council, pursuant to Clause No. 14, Report No. 36 of the former Metropolitan Management Committee, adopted on
September 24, 1994, waive the minimum required deposit of 10 percent of the purchase price;
(3) authority be granted to direct a portion of the sale proceeds on closing to fund the outstanding balance of Costing Unit
No. CA700CA2491;
(4) the City Solicitor be authorized and directed to take the appropriate action to complete the transaction on behalf of the
City of Toronto and be further authorized to amend the closing date to such earlier or later date as considered reasonable;
and
(5) the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto.
On a motion by Councillor Ashton, the Scarborough Community Council recommended to City Council the adoption of
the aforementioned report.

13.20 Nomination of Citizens for Appointment to
L.A.C.A.C. and Historical Museum Management Board (Scarborough)
The Community Council had before it a communication (November 9, 1999) from the Commissioner of Economic
Development, Culture and Tourism, recommending that:
(1) City Council appoint the following citizens to serve on the Scarborough L.A.C.A.C. Panel for a term commencing
January 1, 2000 and expiring November 30, 2003, or until their successors are appointed: Donald Allen, Joan Dolson,
Sandy Grigg, Robert Saunders, Richard Schofield, Donald Smith and Scott Woodland;
(2) City Council appoint the following citizens to serve on the Scarborough Historical Museum Management Board for a
term commencing January 1, 2000 and expiring November 30, 2003, or until their successors are appointed: Richard
Ashok Coutinho, Grace Kelsey, Walter Liu, Carolyn Lockett and Paul J. Von Zuben;
(3) future citizen appointments to these boards be for three-year terms coincident with the term of Council; and
(4) the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto.
On a motion by Councillor Duguid, the Scarborough Community Council recommended to City Council the adoption of
the aforementioned report, subject to amending Recommendation No. (2) by adding the names "Ian Archer" and "Kenneth
MacKinnon", being the nominees by the Scarborough Historical Society.

The Community Council also received a communication from Mr. Lionel Purcell, President, Scarborough Historical
Society, advising of the Society's nominees to the Scarborough Historical Museum Management Board, being Mr. Ian
Archer and Mr. Kenneth MacKinnon. A copy of this communication was provided to all Members of Community Council,
and a copy thereof is on file in the Office of the City Clerk, Scarborough Civic Centre.

Upon the question that Scarborough Community Council extend beyond 12:30 p.m. to complete the delegations on Agenda
Item No. 14 (3315 Midland Avenue), it was carried by a unanimous vote of the members of Community Council present
and voting.

13.21 Preliminary Evaluation Report

The Community Council had before it a report (October 29, 1999) from the Director of Community Planning, East District,
recommending that Scarborough Community Council direct staff to:
(1) hold a community information meeting; notice for this meeting to be provided to the nearby Community Associations
and property owners within 120 metres (400 feet) of the site, in consultation with the local Ward Councillors;
(2) process the applications in the normal manner and continue to work with the applicant to achieve a high quality site
plan which is compatible with the established low density residential neighbourhood;
(3) submit a draft By-law to designate the subject property as a Site Plan Control Area for Council's consideration,
concurrent with its consideration of the proposed rezoning of the subject property;
(4) negotiate with the applicant to secure Section 37 contributions towards the City's Capital Revolving Fund for affordable
housing, as established by Council, as well as other potential community benefits which may result from emerging
City-wide Section 37 guidelines that are currently being developed; and
(5) target the Public Meeting at Community Council for the second quarter of 2000, subject to the conditions listed above.

Councillor Mahood moved that this application be referred back to staff with the direction that the Director of Community
Planning, East District, invite the applicant to work with the community, the Ward Councillors and staff to come up with a
proposal which is compatible with the surrounding community in height, density, architecture and site design, and taking
into consideration traffic concerns.

13.23 City-Initiated Official Plan Amendment Application SC-P1999012

The Community Council conducted a statutory public meeting, in accordance with Section 17 and Section 34 of The
Planning Act, appropriate notice of this meeting having been given in accordance with The Planning Act and the
regulations thereunder; and had before it a report (November 4, 1999) from the Director of Community Planning, East
District, recommending that City Council:
(1) amend the Birchcliff Community Secondary Plan for the lands at the north-east corner of Kingston Road and Warden
Avenue by deleting the present Community Commercial designation, replacing it with a Commercial Mixed Use
designation which provides for retail commercial uses as a Primary Use;
(2) adopt, by resolution, the Urban Design Guidelines contained in this report as an indication of Council's support for the
urban design objectives relating to the future redevelopment of the subject lands; and
(3) authorize such unsubstantive, stylistic or format changes to the by-law as may be necessary to give effect to this
resolution.
A. Councillor Ashton moved that:
(i) the Acting Commissioner of Corporate Services be requested to meet with the Officers of St. Nicholas Church to
explore the opportunity and benefits to both parties of the City acquiring the Church lands; and
(ii) the Commissioner of Works and Emergency Services be requested to report to the appropriate Committee on requiring
the commercial ownerships to connect services directly to the Kingston Road frontage.
(iii) the following be added to the Numbered Policy for Birchcliff 2000:
"Amendments to the Zoning By-law to implement the provisions of the Commercial Mixed Use designation may be
subject to Holding Provisions (H), as provided for in Section 5.4.3.7 of the Official Plan.
The Holding Provision (H) may be removed in whole, or in part, by an amendment to the Zoning By-law when Council is
satisfied as to the provision of the transportation improvements and servicing facilities required to accommodate any

regulations thereunder; and had before it a report (November 12, 1999) from the Director of Community Planning, East
District, recommending that City Council:
(1) amend the Agricultural Holding By-law No. 10217, as amended, to delete the subject lands south-east of Finch Avenue
East and Neilson Road, being Lots 13 and 14, Concession 3 of the former City of Scarborough, now known as the City of
Toronto, and incorporate them into the Malvern Community Zoning By-law No. 14402, as amended, and rezone them as
detailed in the Director's report;
(2) support any unsubstantive, technical stylistic or format changes to the By-law to properly carry out these
recommendations; and
(3) support approval of the Draft Plan of Subdivision SC-T1999005, by Paradise Homes Limited, for lands on the south

A. Councillor Balkissoon moved that the report (November 12, 1999) from the Director of Community Planning, East
District, be approved, subject to amending the Recommendations under (A), affecting the Zoning By-law Amendment, by
deleting under 1.3 and 1.4, the Recommendations Nos. (ix) and substituting in lieu thereof the following
Recommendations No. (ix), and by adding Recommendations Nos. (x), as follows:
"1.3 For Lots 1 to 11 inclusive:
(ix) minimum setback from the lot line for a garage wall of 3 metres from Street 'B';
(x) minimum dwelling setback from a garage is 3 metres.
1.4 For Lots 12 to 19 inclusive:
(ix) minimum setback from the lot line for a garage wall of 3 metres from Street 'B';

The Community Council conducted a statutory public meeting, in accordance with Section 17 and Section 34 of The
Planning Act, appropriate notice of this meeting having been given in accordance with The Planning Act and the
regulations thereunder; and had before it a report (November 12, 1999) from the Director of Community Planning, East
District, recommending that City Council:
(1) Official Plan:
(a) amend the Rouge Employment District Secondary Plan by deleting the words "in view of special Provincial
transportation proposals" from Policy 4.47.2.4;
(b) amend the Rouge Community Secondary Plan by deleting all references to the EMTC and replacing Numbered Policy 2
with the following:
"2. North Side of Highway 401, East of Conlins Road
If the subject lands are not required for transportation purposes in the future, the land may be used for Low Density
Residential purposes without further amendment to this plan.";
(c) amend the Malvern Community Secondary Plan by:
(i) redesignating the Milne House property and the lands designated as EMTC, save and except for the portion referenced
in Clause 1.3.(c)(iii) affected by Numbered Policy 6, as Regional Natural Environment and transferring them to the Upper
Rouge Community;
(ii) deleting Neighbourhood No. 3 Policy 14.1 and renumbering the remainder of Policy 14;
(iii) replacing Numbered Policy 6 with the following:
"6. South Side of Old Finch Avenue, west of Sewells Road:
Low Density Residential uses are permitted on these lands unless the privately-owned property is acquired for Rouge Park,
in which case a Regional Natural Environment designation will apply and the lands will be incorporated into the Upper
Rouge Community without further amendment to this plan.";
(iv) deleting the Special Uses Area designation west of Sewells Road, the Temporary Connection designation for Old
Finch Avenue, and the Neighbourhood Park designation within the former EMTC;
(d) amend the Upper Rouge Community Secondary Plan by incorporating the lands referenced in Clause 1(c) above;
(2) authorize such unsubstantive technical, stylistic or format changes to the Official Plan as may be necessary to give
effect to this resolution; and
(3) request the Ministry of Municipal Affairs and Housing to now repeal Minister's Zoning Order 20/74 as it applies to
lands within the City of Toronto.
A. Councillor Balkissoon moved that:
(i) the reports (November 12, November 25 and November 26, 1999) from the Director of Community Planning, East
District, be deferred to the next meeting of Community Council scheduled to be held on Tuesday, January 18, 2000, at 2:00
p.m. as a continuation of the Public Meeting under the Planning Act; and
(ii) in the interim, staff of the Legal Division and the Community Planning Division attempt to obtain a copy of the
compensation document and report thereon to the Community Council, and co-ordinate a meeting to involve the applicant
(Anndale Properties Limited), the Toronto and Region Conservation Authority, staff of the Rouge Park Alliance, the Ward
Councillors and representatives of the Province in order to discuss the issues respecting the reports dated November 12,
November 25 and November 26, 1999, from the Director of Community Planning, East District, and report the results
thereon to the January 18, 2000 meeting.

A. Councillor Balkissoon moved that:

responding to a request from the Toronto Mahavihara Society for a refund of the building permit fee and development
charges respecting the Buddhist Centre and Monastery on Kingston Road, and recommending:
(1) that the fees for the building permit not be refunded; and
(2) that the development charges collected be refunded.
A. Councillor Mahood moved that the report (October 27, 1999) from the Director and Deputy Chief Building Official, be
deferred to the next meeting of Community Council scheduled to be held on Tuesday, January 18, 2000 with the request
that the Director of Community Planning, East District report on the Site Plan and Building permit respecting this facility
indicating whether this request for exemption is similar to the previous applications by Churchill Heights Church and
Malvern Methodist Church, and a comparison with other Community Council area practices within the City of Toronto.

information.
On a motion by Councillor Tzekas, the Scarborough Community Council received the aforementioned report; and
requested the Deputy Chief Building Official to co-ordinate a meeting involving all the interested parties to facilitate the
sharing of all relevant reports and report the result of such meeting to the Scarborough Community Council.

13.30 Annual Recreation Recognition Night (Scarborough)
The Community Council had before it a report (November 11, 1999) from the Commissioner of Economic Development,
Culture and Tourism, responding to Community Council's concerns respecting the Recreation Recognition Night program
and recommending that:
(1) the name of the event be changed to the "Volunteer Recognition Night" to more accurately reflect the diversity of
volunteer participation;
(2) a Volunteer Award Nominating Committee be formed to review all nominations received and select recipients;
(3) the criteria for the various awards, as outlined in this report for use in selecting recipients for future Volunteer
Recognition Nights, be approved; and
(4) the year 2000 Volunteer Recognition Night be hosted in September 2000 at a venue similar to or the same as in 1999.
On a motion by Councillor Shaw, the Scarborough Community Council recommended to City Council the adoption of the
aforementioned report subject to staff reporting to Scarborough Community Council on the status of the Recreation
Recognition Night process in June, 2000.

13.31 Morningside Tributary Subwatershed Study

The Community Council had before it a report (November 18, 1999) from the Commissioner of Works and Emergency
Services, responding to a request by Councillor Balkissoon for an update on the status of the Morningside Tributary
Subwatershed Study, as a result of a communication (September 30, 1999) from Mr. Jim Robb, Friends of the Rough River
Watershed, and recommending that this report be received for information.
On a motion by Councillor Cho, the Scarborough Community Council deferred the aforementioned report to its next
meeting scheduled to be held on Tuesday, January 18, 2000.

13.32 Scarborough Civic Centre and Albert Campbell Square
The Community Council had before it a motion (November 23, 1999) from Councillor Soknacki, recommending that
Community Council request the Scarborough Local Architectural Conservation Advisory Committee to review and
recommend that the Scarborough Civic Centre and Albert Campbell Square be designated as a heritage site within the
meaning of the Ontario Heritage Act.
On a motion by Councillor Ashton, the Scarborough Community Council referred the aforementioned motion to the Acting
Commissioner of Corporate Services for a report to Scarborough Community Council on the implications of this
recommendation on future potential development of the Civic Centre.

13.33 Burma Star Association - Proposed Memorial - Scarborough Civic Centre
The Community Council had before it a communication (November 26, 1999) from Mr. Denis Young, Burma Star
Association, requesting that the Association be permitted to erect a war memorial on the Scarborough Civic Centre
grounds.
On a motion by Councillor Altobello, the Scarborough Community Council referred the aforementioned communication to
the Director of Parks and Recreation, East District, to meet with Mr. Young to review his Association's request and report
thereon to the Scarborough Community Council.

13.34 Road Widths in new Subdivisions
Councillor Balkissoon moved that the Director of Transportation, District 4, be requested to report respecting the width of
roads in new subdivisions such that an acceptable width standard can be developed to be applied to future Draft Plans of

maintenance of same to be on a volunteer basis; and that the volunteers, namely Lynda Wheeler, Russ Cook, Barry
Atkinson and Nancy Penny be invited to meet with the Director to pursue this matter.
