Nos. 1160, 1180 and 1200 Lake Shore Boulevard East
(Ward 26 - East Toronto)
Purpose:
To secure authority to declare the properties surplus to municipal requirements.
Financial Implications and Impact Statement:
Revenue will be generated from the eventual sale.
Recommendations:
It is recommended that:
(1) the properties known municipally as Nos. 1160, 1180 and 1200 Lake Shore Boulevard East be declared surplus to the
City's requirements and offered for sale to the abutting owner, Canada Post, and all steps necessary to comply with By-law
551-1998 be taken; and
(2) the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto.
Background:
In 1971, the former Metro acquired three parcels of land known municipally as Nos. 1160, 1180 and 1200 Lake Shore
Boulevard East for the easterly extension of the Fredrick G. Gardiner Expressway to connect with the proposed
Scarborough Transportation Corridor. The Scarborough Transportation Corridor initiative has since been abandoned and
these parcels are no longer required.
Comments:
Nos. 1160, 1180 and 1200 Lake Shore Boulevard East are three parcels of vacant land located on the north side of Lake
Shore Boulevard East, east of Woodfield Avenue, and are surrounded by Canada Post lands. Canada Post has expressed
interest in acquiring the City parcels to consolidate their holdings in the block.
A circulation to the City's Agencies, Boards, Commissions and Departments was undertaken to ascertain whether or not
there is any municipal interest in Nos. 1160, 1180 and 1200 Lake Shore Boulevard East. No interest was expressed in
retaining the parcels. Accordingly, this report recommends declaring Nos. 1160, 1180 and 1200 Lake Shore Boulevard
East surplus to municipal requirements and offering the parcels for sale to the abutting property owner, Canada Post. The
Property Management Committee has reviewed this matter and concurs with the recommendations of this report.
Details of the parcels to be declared surplus are as follows:
Subject Properties: Nos. 1160, 1180 and 1200 Lake Shore Boulevard East
Legal Description: Part of Water Lot Fronting Lot 9 Broken Front Concession and
Parts of Lots 6, 7, 8, 9, 10, 11 and 12, Plan 253E also described as being PARTS 6, 12 and 18, Reference Plan RD-189;
Approximate Site Area: 1,019 square metres (10,968.8 square feet)
Zoning: I2 D5
In order to proceed with disposal of Nos. 1160, 1180 and 1200 Lake Shore Boulevard East, the City must comply with the
procedures governing disposal of property. Section 193(4) of the Municipal Act requires that, before selling any property,
Council must declare the property to be surplus by by-law or resolution passed at a meeting open to the public, give notice
to the public of the proposed sale and obtain at least one appraisal of the market value of the property, unless exempted by
regulations passed under the legislation.
Conclusions:
As no municipal interest has been expressed in retaining Nos. 1160, 1180 and 1200 Lake Shore Boulevard East, City
Council should declare the subject parcels surplus to the City's requirements and authorize staff to offer them for sale to the
abutting property owner, Canada Post.
