STAFF REPORT
February 28, 2000
To: Community Services Committee
From: Barry H. Gutteridge, Commissioner, Works and emergency Services
Subject:Transfer of One Surplus/Decommissioned Van to the Toronto Children's Breakfast Club.
Purpose:
The purpose of this report is to seek authorization to transfer one surplus/decommissioned Ambulance Services van to the
Toronto Children's Breakfast Club.
Financial Implications and Impact Statement:
The financial implications associated with the transfer of this ambulance van to the Toronto Children's Breakfast Club
would be the deferral of future revenues to be obtained through the sale of this vehicle at public auction. The estimated
revenue impact would be approximately $2,500.
Recommendations:
It is recommended that:
- City Council approve the transfer of one surplus/decommissioned Ambulance Services' van to the Toronto Children's
Breakfast Club; and
- the appropriate City Officials be authorized and directed to take necessary action to give effect thereto.
Background:
Toronto Ambulance has provided assistance and support to the Toronto children's Breakfast Club for several years through
fundraising, transportation of children, food supplies and medical coverage to a number of special events. Through our
involvement with the Children's Breakfast Club we have had a chance to educate the children on the use of 911, what to do
before the ambulance arrives and instill a sense of confidence and trust in the Emergency Medical Services System in the
City of Toronto.
Toronto Ambulance has provided transportation assistance on these occasions through the use of a passenger van that is
primarily used for the transportation of Ambulance staff involved in training programs or special events. The Toronto
Children's Breakfast Club is totally reliant on the generosity of private citizens and organizations such as Toronto
Ambulance.
Comments:
Toronto Ambulance has always looked upon our youth as the key to the future and through the Toronto Children's
Breakfast Club we have had the opportunity to help in giving children a healthy start to their day and participate in the
education of youth in health promotion and injury prevention programs. Currently, the Toronto Children's Breakfast Club
is using an old open-back pickup truck for the transport of goods for the children's special events and community
programs. Other transportation means are required in order to transport food and items and help transport children
participating in these special events. The amount of suitable transport for the children is limited and would be greatly
enhanced by the donation of this van. The van is a twelve-passenger vehicle, which would provide the Toronto Children's
Breakfast Club with a means of transport for children and goods to various locations across the City on a daily basis.
Toronto Ambulance will ensure that this vehicle is mechanically fit and certified in accordance with the Highway Traffic
Act of Ontario before it is turned over to the Toronto Children's Breakfast Club. Following the transfer of the vehicle,
Toronto Ambulance will be seeking permission from the Toronto Children's Breakfast Club to clearly note on the side of
the vehicle that this vehicle was donated by the City of Toronto. The Toronto Children's Breakfast Club will assume
responsibility for all future maintenance and repair costs to this vehicle.
Conclusions:
The ability for the Toronto Children's Breakfast Club to continue to provide children a healthy start to their day and
continued participation in community and special events is vital to our youth and the future of our City. Toronto
Ambulance Services' continued support to this agency through the donation of this vehicle affirms the principle of
promoting healthy living to our youth within the City of Toronto.
The deferral of approximately $2,500.00 in revenues that would normally have been received through public auction
would not pose any financial hardship on the Ambulance Division.
