Subject: Toronto Cycling Master Plan Study - Bicycle Parking Issues

The Toronto Cycling Committee, at it's meeting on November 22, 1999, endorsed a staff recommendation that time be set aside at upcoming Committee meetings to discuss specific policy and program issues that will be addressed in the Cycling Master Plan. These issues, as identified in the November 19, 1999 memorandum from Barbara Wentworth and Daniel Egan, included:

· Smog

· Bicycle parking

· Enforcement

· Signage

· Education

· Theft

At the January 17, 2000 meeting of the Cycling Committee Franca Ursiti made a presentation on the health impacts of smog.

I will be making a presentation on bicycle parking issues at the February 14, 2000 meeting of the Committee. My presentation will cover a range of issues, including:

· Expansion of the post-and-ring program

· Replacement bicycle parking as part of the pay & display program

· Zoning by-law bicycle parking requirements for new developments

· Parking at transit stations

· Recommended performance criteria for evaluating bicycle rack designs

· Alternative bicycle rack designs

· Bicycle lockers

· Innovative ideas & new approaches

· Suggested bicycle parking policies for the Cycling Master Plan
