Minutes of the Education and Safety Sub-Committee

Toronto Cycling Committee

Tuesday, January 25, 2000

A meeting of the Education and Safety Sub-Committee, Toronto Cycling Committee, was held on Tuesday, January 25, 2000, on the 8th Floor, Urban Planning and Development Services, at 500 University Avenue, Toronto, commencing at 7:00 p.m.

1. ANNOUNCEMENTS.

(a) Upcoming Events: VeloOntario meeting at Metro Hall on Saturday, February 5, 2000;

(b) "Taking our Breath Away: The health effects of air pollution and climate change in Canada" by Dr. David Pengally on February 3, 2000, as part of the Environment and Health Seminar Series at University of Toronto; and

(c) Town of Ajax Bicycle and Leisure Trail System User Survey.

2. SMOG DISCUSSION.

There was a spirited discussion of smog problems and possible solutions. Recommendations were generated and are forwarded to the February 14, 2000, Toronto Cycling Committee meeting for consideration.

3. TORONTO BICYCLE SHOW.

Discussion of topics for seminars resulted in the following four suggestions:

(i) Master Cycling Plan Study ;

(ii) Spring roll out - ABCD Bike Check;

(iii) Bike Week 2000; and

(iv) Hydro/Rail Corridor opportunities: The Sub-Committee agreed to forward the recommendation that the Toronto Cycling Committee solicit donations at the Bicycle Show and at other events throughout the year in association with the distribution of the Bike Map, with donations going to support the safety education programs of the Toronto Cycling Committee.

5. CAN-BIKE UPDATE.

(a) Courses are being scheduled at the following community recreation centres:

- Agincourt - Etobicoke Olympium

- Annette - North Toronto

- Birchmount - Trinity

- Earl Bales - Withrow Park

(b) A series of meetings will be set up with Parks and Recreation to deal with the following issues:

- registration process;

- overall liaison with community centres;

- corporate fundraising in parks and research (evaluation);

- staff standards and hiring procedures;

- staff training (first aid, etc);

- legal/risk management; and

- budget.

(g) A questionnaire is going out to CAN-BIKE instructors in other parts of Canada to:

(1) verify instructor address and credentials; and

(2) ascertain the number of classes taught in 1999 and what types (this information will be useful as we fund-raise for the CAN-BIKE program).

(c) Grant applications are being written to solicit funding partners for this program.

(d) Letter sent to Chief Boothby requesting Police involvement in the Police, Bicycle Courier, Media CAN-BIKE course to be held in April 2000 and an instructor seminar for City of Toronto CAN-BIKE staff instructors (Police, Fleet, Paramedic).

(e) Sean Wheldrake, Cycling Promotion Coordinator and Barb Wentworth, Bicycle Safety Coordinator, as members of the Toronto Safe and Sober Driving Coalition, attended an appreciation dinner for Chief David Boothby on January 18, 2000. Head Table guests included Chief Boothby, Chief Designate Fantino, The Honourable David Tsubouchi, The Honourable David Turnbull and Chairman Norm Gardner. Both Sean Wheldrake, Cycling Promotion Coordinator and Barb Wentworth, Bicycle Safety Coordinator, were presented with certificates in recognition of leadership and commitment to road safety in our community.

6. REPORT OF THE WORKING GROUP FOR CYCLING

EDUCATION IN SCHOOLS.

The Working Group for Cycling Education in Schools led a discussion on the role of Toronto Cycling Committee School Board representatives and reporting structures within the two School Boards. Mr. John Sherk and Mr. Crawford Murphy will investigate the potential for the Toronto Cycling Committee to make a presentation to the School Boards on the Master Cycling Plan Study. Subcommittee will refer a recommendation to the Toronto Cycling Committee on application to apply for standing as a Community Liaison Group. On April 29, 2000, there will be a four school-wide parent forum at the Toronto District School Board.

6. MEETING DATES FOR THE YEAR 2000.

The following meetings were set for 2000, to be held on a Tuesday at 7:00 p.m. on the 8th Floor, Urban Planning and Development Services Department at 500 University Avenue, Toronto:

- February 29;

- April 4;

- May 2;

- June 6;

- July 4;

- August 1;

- September 26; and

- November 14.

Bike Parking is available across the street in front of Kinko's, which has customer traffic in the evening. To access the building, please ring buzzer on left side of door.

The Education and Safety Sub-Committee adjourned its meeting at 9:00 p.m.
