March 15, 2000

To: Toronto Cycling Committee

From: Barb Wentworth, Bicycle Safety Coordinator

Subject: Toronto Cycling Committee Master Plan Study - Education Issues

The Toronto Cycling Committee, at it's meeting on November 22, 1999, endorsed a staff recommendation that time be set aside at upcoming Committee meetings to discuss specific policy and program issues that will be addressed in the Cycling Master Plan Study.

Driver/Cyclist education and training is the issue for consideration at the March 20th Toronto Cycling Committee meeting. In order to look at policies or programs that would improve safety for cyclists and all other road users, a panel of experts will be presenting information on a variety of road user education programs.

Presenters include:

· Mr. Jim Kenzie, Chief Auto Reviewer, Toronto Star Wheels Section and advanced driver training instructor

· Mr. Kim Richardson, President of KRTS Transportation Specialists and past President of the Truck Training Schools Association of Ontario

· Mr. Glenn Steeves, Manager, Training, Taxi Industry Unit, Municipal Licensing and Standards, Urban Development Services

· Mr. Chris Sanderson, Trainer, Toronto Transit Commission

Each panel member will have 10 minutes to provide an overview of existing training available to drivers in their field. In addition, presenters will discuss challenges in training in their respective industries and provide recommendations, thoughts or ideas for improving safety for all road users.

A 20-minute question and answer period will follow the presentations.

Any policy recommendations resulting from this discussion should be forwarded to the Master Cycling Plan Study Team for consideration for inclusion in the Master Cycling Plan. Alternatively, recommendations could be forwarded to the Education and Safety Subcommittee for further discussion prior to submission to the Master Cycling Plan Study Team.
