Subject: Appointments to the Boards of Management for Business Improvement Areas and Amendments to the (former Toronto) Municipal Code Chapter 20, Business Improvement Areas Various Wards

Purpose:

Changes to membership of Boards of Management for Business Improvement Areas require Council approval and a by-law amendment. Attachment No. 1, Schedule A is the (former Toronto) Municipal Code, Chapter 20, detailing such amendments. Included is Attachment No. 2 listing the names of nominees to be appointed to the Boards.

Financial Implications and Impact Statement:

There are no financial implications resulting from the adoption of this report.

Recommendations:

It is recommended that:

(1) amendments be made to Schedule A, Individual Boards of Management of the (former Toronto) Municipal Code Chapter 20, Business Improvement Areas, as set out in Attachment No. 1. These changes are specific to Number of Members and Members Needed for Quorum and are highlighted by "Changes From and To";

(2) Council appoint the nominees listed in Attachment No. 2 to the Boards of Management for Kennedy Road, Old Cabbagetown, Mimico-by-the-Lake, and Pape Village Business Improvement Areas;

(3) the term of office to the Boards is to expire on November 30, 2000, or as soon thereafter as successors are appointed. Each of the named nominees meets the requirements of Section 220 of the Municipal Act, as amended;

(4) leave be granted for the introduction of the necessary bill in Council to give effect thereto; and,

(5) the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto.

Comments:

The Board of Management of the Kennedy Road Business Improvement Area recommends Mr. Allan Saul for appointment to the Board following the resignation of Mr. Philip Serdaridis.

Old Cabbagetown Business Improvement Area has requested that their Board be increased from ten to thirteen members. The Board recommends that Raven Rowanchilde, Robert McEnirney, Kiki Kostakyriakos and Betty Dawson be appointed to the Board following the resignation of Mr. Doug Chow. The quorum of the Board should be increased from five to seven members.

The Board of Management of the Mimico-by-the-Lake Business Improvement Area has requested that Ms. Feiona Persaud and Ms. Charlotte Sheasby-Coleman be appointed to the Board following the resignation of Mr. Ted Szrtzetakis.

The Board of Management of the Pape Village Business Improvement Area has requested the removal of Mr. Eldon Dixon and Mr. Sam Sikand from their Board due to their resignations and no new appointments are being recommended.

Conclusions:

As per Council's resolution, at its meeting of February 5 and 6, 1998, Attachment No. 2 identifies the nominations for appointments to other Business Improvement Areas' Boards of Management in the former area municipalities. The nominees listed under Attachment No. 2, of this report, should be appointed to the Business Improvement Area, Boards of Management. The terms of office are to expire on November 30, 2000, or as soon thereafter as successors are appointed. Each of the named nominees meets the requirements of Section 220 of the Municipal Act, as amended.
