STAFF REPORT

March 8, 2000

To: Economic Development and Parks Committee

From: Joe Halstead, Commissioner Economic Development, Culture and Tourism

Subject: Administration of Grants of the City's Six Major Cultural Organizations

All Wards

Purpose:

To respond to Budget Advisory Committee's request that the Chair, Economic Development and Parks Committee be requested to invite the following organizations to the March 20, 2000 meeting to address Committee with regard to including said organizations in the Toronto Arts Council Budget and report thereon to the Budget Advisory Committee:

(i) The National Ballet of Canada;

(ii) The National Ballet School;

(iii) The Toronto Symphony Orchestra;

(iv) The Art Gallery of Ontario;

(v) The Canadian Opera Company; and

(vi) Caribana.

Financial Implications and Impact Statement:

There are no financial implications resulting from the adoption of this report.

Recommendations:

It is recommended that:

the status quo be maintained for 2000 on the grant administration by the Culture Division of the City's six major regional cultural organizations; and

the Culture Division review the administration of these grants in consultation with the Toronto Arts Council, the National Ballet of Canada, the National Ballet School, the Toronto Symphony Orchestra, the Art Gallery of Ontario, the Canadian Opera Company and Caribana as it develops the City's Culture Plan in 2000/20001.

Comments:

Cultural Affairs staff are responsible for assessment and peer review on the grant submissions of the City's six major regional cultural organizations: The National Ballet of Canada, the National Ballet School, the Toronto Symphony Orchestra, the Art Gallery of Ontario, the Canadian Opera Company, and Caribana.

The administration of these grants, totalling $3,214,6 million, through the Culture Division, recognizes the strategic relationship between the mandates of these organizations and the mandate of the Department. These strategic directions and the administration of this grants portfolio will be reviewed by the Culture Division in consultation with the Toronto Arts Council and the six stakeholder organizations as the City's new Culture Plan is developed.
