Subject: Appeal of a Decision of the Etobicoke Sign Variance Advisory Committee

Primus, 5343 Dundas Street West

Purpose:

Forwarding the decision of the Sign Variance Advisory Committee with respect to an application for variance to the Etobicoke Sign By-law by Primus, 5343 Dundas Street West.

Financial Implications and Impact Statement:

Recommendations:

It is recommended that this report be received for information.

Comments:

At its meeting held on November 16, 1999, the Etobicoke Sign Variance Advisory Committee had for consideration an application for variance to the Sign By-law to allow for the installation of two signs on the east and north elevations of the commercial building at 5343 Dundas Street West. The new signage is to indicate a change in the company name from ACC to Primus, and reflect the corporate image. The by-law provides that upper storey fascia signs be not more than 20 percent of the façade area. The proposed sign on the east, or sidewall, elevation has an area of 32.19 m, which would be 30.8 percent of the facade area. It was noted that the previous variance granted to permit signage for this elevation was for a maximum of 5.02 m. The Committee had no objection to granting the variance for the street elevation; however, it was of the opinion that the variance required for the sidewall sign was far in excess of the Code provisions. The Committee's decision was as follows:

(1) that an application by Deantach Custom Signs & Displays Ltd., on behalf of Primus, for variance to the Etobicoke Sign By-law to permit the installation of a fascia sign having an area of 32.19 m, to indicate a change in the company name, on the north elevation at 5343 Dundas Street West, be approved subject to the issuance of a building permit; and

(2) an application for a variance to permit a replacement sign on the east elevation, also having an area of 32.19 m, be refused.

Mr. Bruce Stewart, of Deantach Custom Signs & Displays Ltd., was listed to appear in deputation before Etobicoke Community Council at its December 1999 meeting, on behalf of Primus, in order to appeal the decision of the Sign Variance Advisory Committee. Due to a misunderstanding regarding the time, Mr. Stewart did not attend, and has again requested the opportunity to speak to the decision.
