January 18, 2000

To: Etobicoke Community Council

From: John W. Thomas, P. Eng., MBA

Director, Transportation Services-District 2

Works and Emergency Services

Subject: Introduction of a No Parking Anytime Prohibition in the area of 80 The East Mall

(Lakeshore-Queensway)

Purpose:

To propose the introduction of a No Parking Anytime Prohibition on the west side of The East Mall between a point 269.0 metres north of The Queensway and a point 37.0 metres north thereof.

Funding Sources:

The funds associated with the introduction of the appropriate regulatory signage are contained in the Transportation Services Division's Operating Budget.

Recommendations:

It is recommended that:

(1) parking be prohibited on the west side of The East Mall between a point 269.0 metres north of The Queensway and a point 37.0 metres north thereof, coincident with the removal of the double parking metres on both sides of the driveway to 80 The East Mall; and,

(2) the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto.

Background:

Staff of the District 2 Transportation Services Division have received complaints from Mr. Bobby Kisto, Supervisor of Court Operations, Provincial Division-Criminal/Family, 80 The East Mall, regarding restricted site lines when exiting the driveway from this facility. The obstructed sight lines are the result of vehicles parking at the meter spaces on the west side of the East Mall near the driveway. A map of the area is Attachment No. 1.

Comments:

The results of a field investigation concurred with Mr. Kisto's concerns. The removal of the double parking meters (two double meters = four parking spaces in total) on both sides of the driveway to 80 The East Mall would improve the sight lines at this location. The loss of the four parking spaces will not be very significant.

Conclusions:

Based on the staff review of this matter, an introduction of a No Parking Prohibition in the area of the driveway to 80 The East Mall would enhance the sight lines at this location and improve traffic safety in the area.
