January 18, 2000

To: Etobicoke Community Council

From: John W. Thomas, P. Eng., MBA

Director, Transportation Services-District 2

Works and Emergency Services

Subject: Introduction of a No Stopping Anytime prohibition on Lake Shore Boulevard West, east of Louisa Street

(Lakeshore-Queensway)

Purpose:

To propose the introduction of a No Stopping Anytime prohibition on both sides Lake Shore Boulevard West between a point 51.0 metres east of Louisa Street and a point 212.0 metres east thereof.

Funding Sources:

The funds associated with the introduction of the appropriate regulatory signage are contained in the Transportation Services Division Operating Budget.

Recommendations:

It is recommended that:

(1) stopping be prohibited on both sides Lake Shore Boulevard West between a point 51.0 metres east of Louisa Street and a point 212.0 metres east thereof; and

(2) the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto.

Background:

Correspondence (Attachment No. 1) was forwarded by Councillor Blake Kinahan's office regarding concerns of the Humber Bay Shores Condominium Association with respect to unsafe conditions being created by vehicles parked in the area of the Royal Bank, 2275 Lake Shore Boulevard West. A map of the area is Attachment No. 2.

Comments:

As a result of the horizontal alignment of Lake Shore Boulevard West curving west of the bank, eastbound driver sight lines are restricted in this area. Therefore, parked or standing vehicles on Lake Shore Boulevard West, in the area of the #2275, pose a traffic hazard.

Notwithstanding the aforementioned, designated bicycle lanes exist on both sides of Lake Shore Boulevard West, east of Louisa Street. It is commom practice to by-law designated bicycle lanes a No Stopping zone, with the exception of a TTC bus/streetcar stop location. However, neither side of Lake Shore Boulevard West, east of Louisa Street, is by-lawed a No Stopping zone.

Conclusions:

The introduction of a No Stopping zone on both sides of Lake Shore Boulevard West, east of Louisa Street, addresses both the issues of the parked vehicles in the area of 2275 Lake Shore Boulevard West and the designated bicylce lanes on this section of roadway.
